Description
The Natural Resources Conservation Service (NRCS) is soliciting SF-254s and SF-255s for Indefinite Delivery Indefinite Quantity (IDIQ) Engineering services contract for work within the state of Kansas. (NAICS 541330 ? Engineering Services) Multiple awards may be made based upon geographical areas within Kansas. Area 1 will consist of all watersheds within the Missouri River Basin (northern half of Kansas) and Area 2 will consist of all watersheds within the Ark-White-Red Rivers Basin (southern half of Kansas). This area is delineated by the River Basin Boundary line shown on the Watershed Projects map that is attached. More than one contract may be awarded in an area. The contract will include one base-year and four option-year periods. Work under this contract will be subject to satisfactory negotiation of individual task orders. The price of any single task order shall be at least $5,000 but shall not exceed $100,000. The maximum order amount for each contract period (base-year and each option-year) shall be $500,000. The minimum order amount for each contract period shall be $15,000. Task orders could include performance of any part or all of the operations necessary to perform individual site assessments of existing flood retarding or grade stabilization structures within Kansas. These assessments may consist of, but are not limited to any or all of the following activities: 1. Review of literature and correspondence concerning operation and maintenance (O&M) of the structure and the original design criteria. 2. Hydrologic analysis of the current drainage area and adequacy of the structure in meeting current NRCS and Kansas Division of Water Resources (DWR) hydrologic design criteria. 3. Hazard classification analysis including field surveys to verify or locate potential hazards, a breach routing using appropriate models and development of potential inundation area maps. 4. Review of the structure on site including completion of a dam inspection checklist, analysis of the condition of the principal spillway pipe, adequacy and condition of foundation drainage, analysis of the remaining sediment storage available, and photo documentation of existing site conditions. 5. Provide proposed modifications or alternatives required to insure that the structure meets current NRCS and DWR design criteria, including structural repairs or modifications, downstream enhancements, or structure removal. A cost analysis will be included for each proposed alternative. 6. Provide a comprehensive report with recommendations for each structure. The typical project could require knowledge and experience in all aspects of surveying, hydraulic modeling, and engineering design activities associated with design, operation, and maintenance of floodwater retarding and grade stabilization structures. The firm will be required to perform all surveys, hydraulic modeling, map development, and engineering design in accordance with NRCS standards. The majority of the work will be civil engineering; however, some geotechnical expertise may be necessary on some projects. All maps will be generated in .dwg or an approved image file format. Hydraulic models used for breach routing procedures will be approved NRCS models or be approved for use based on comparison of results with approved models. PRESELECTION CRITERIA: All firms must meet the following criteria in order to be considered for an award under this requirement. 1. Have a minimum of at least two in-house civil or agricultural engineers employed on a full time basis. At least one engineer must be a Licensed Professional Engineer in the state of Kansas or have a certificate of authorization to practice engineering in Kansas with a minimum of ten years experience. 2. Have a minimum of two draftspersons or civil engineering technicians with a minimum of five years field survey and CAD experience. 3. Have the services of a geotechnical professional available either in-house or by a service contract. SELECTION CRITERIA: Firms meeting the pre-selection criteria will be evaluated and ranked using the following selection criteria. 1. Specialized experience and technical competence in the type of work required. Evaluation will be based on the extent of directly related experience in performing surveys, hydrologic analysis, hydraulic modeling for breach analysis, formal inspections of structures, design modifications for the type of projects described, and other applicable education, training, and certifications. Consideration will be given to those firms with knowledge of and direct experience in the application of the described requirements in organized watershed districts in Kansas. Consideration will also be given to those firms with experience and knowledge of rehabilitation of aging project dams as outlined in Part 508 of the National Watershed Manual. Examples of work shall be provided for review, as well as a description of the type of work performed. Previous work samples will be evaluated based on complexity of work performed. 2. Professional qualifications necessary for satisfactory performance. Evaluation will be based upon the number of qualified personnel and their knowledge and level of experience associated with the above requirements, and their availability to perform work on this contract. 3. Capacity to accomplish the work. Evaluation will be based upon the number of personnel available in the disciplines described above, the quantity of existing work under contract, and the schedules for completion of the existing work. 4. Past performance on contracts with government agencies and private industry. Evaluation will be based upon the firms past experience with other government agencies and the private sector in performing the requirements described and the quality and timeliness of performance under previous contracts. References with telephone numbers must be provided. 5. Location in the general geographic area and knowledge of the locality. Evaluation will be based upon a firm?s proximity to Kansas and work experience in Kansas. Consideration will be given to firms that have performed the requirements described within organized watersheds in Kansas. The above evaluation factors are listed in their order of importance, factor 1 being most important, and factors 2-5 being equally important. Interested A&E firms that meet the criteria outlined above are invited to submit four (4) copies each of SF-254 (Architect Engineer and Related Services Questionnaire), SF-255 (Architect Engineer and Related Services Questionnaire for a Specific Project), and any other information relative to the selection criteria to the contracting office address listed above to the attention of the Contracting Officer by close of business July 3, 2003. Only those firms responding by that time will be considered for selection. THIS IS NOT A REQUEST FOR PROPOSAL.
