Description

The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to the University of Tennessee, Knoxville, TN, under the authority of FAR 13.106-1(b), Simplified Acquisition Procedures. The object of this requirement is for services to maintain and expand the gas phase negative ion thermochemistry database. The University of Tennessee is the only source for this service as Professor Bartmess of the University of Tennessee is uniquely qualified as he has been working on the creation and maintenance of the negative ion database for 9 years. He is the only physical chemist who has worked both in the area of experimental negative ion thermochemistry and database maintenance. Period of performance is one (1) base year with two (2) 1-year options. The anticipated award date of this order is on or about ten (10) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to this requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information, call the POC identified below.
