Description
This is a notice of intent to award a sole source simplified acquisition under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) to K-Systems, of Prescott, AZ. This acquisition is for continuing work for the National Institute of Standards and Technology (NIST), Building and Fire Research Laboratory, Polymeric Material Group. The Polymeric Materials Group participates in and helps to maintain and advance the capabilities of a solar spectral ultraviolet (UV) network that has been established at eight locations throughout the United States. The network is a joint research activity with the Smithsonian Environmental Research Center (SERC), the USDA UV-B Program, the Forest Products Laboratory at Madison, WI, and has been on-going for about six years. This is an enhancement of on-going research which includes erecting a weathering station at one of the network sites and collecting weather data (total solar radiation, wind velocity, precipitation, relative humidity, and barometric pressure) to coincide with the solar UV-radiometer measurements, and to analyze, format, graph, and broadcast this data along with the spectral solar UV data to NIST and SERC in near real time via a satellite connection. The accumulated knowledge will become a NIST Standard Reference Data Product and will be conveyed to the public via an international symposium and peer review publications. K-Systems combined expertise in solar UV radiation measurements and data collection; its long history of interacting and responding to the needs of the service life prediction community in which this information will be utilized; and the fact that K-Systems has written all of the original computer code for the spectral ultraviolet measurements to which the new code will be appended has positioned K-Systems in a unique position to expedite the completion of these requirements. This notice of intent is not a request for competitive proposals; however, all proposals received on or before June 30, 2003, will be considered by the Government. No RFQ package is available. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
