Description

PRE-SOLICITATION NOTICE SAIC-Frederick, Inc., as the operator of a Federally Funded Research and Development Center (FFRDC) for the National Cancer Institute-Frederick (NCI-Frederick), will issue a Request for Proposal (RFP) that consists of one solicitation with the intent to award multiple Indefinite Delivery /Indefinite Quantity (IDIQ) Task Order contracts for construction. The SAIC-Frederick Contracting Officer contemplates award of several firm fixed-price, indefinite delivery, indefinite quantity (ID/IQ) subcontracts resulting from this solicitation. SAIC-Frederick, Inc. reserves the right to make no awards or multiple awards. The scope of work includes, but is not limited to, construction, modification and rehabilitation of facilities, and may vary from routine general construction to installation of complex special test or laboratory systems. The effort required under this subcontract shall be performed primarily at the National Cancer Institute-Frederick at Ft. Detrick, Frederick, Maryland, and other offsite locations as required. Due to the nature and the need for expeditious response for the majority of the construction services required, the selected Sellers will be required to maintain a staffed office within a fifty (50) mile proximity of Ft. Detrick, MD. Buyer will not directly reimburse Sellers for costs associated with staffing and maintaining this office. The acquisition includes a base period concluding on 9/1/04, and three option periods, if exercised, for a total duration of approximately forty-eight (48) months, including base year. The estimated maximum dollar value for the first year and each of the option years is $4,000,000.00. The guaranteed minimum dollar amount for the first year and each of the option years is $0.00. The maximum individual order limitation will be $2,000,000.00 and the minimum individual dollar limitation will be $500.00. This solicitation is being advertised on a non-restricted basis. The applicable NAICS Code is 236220, and the corresponding size standard is $28.5M average annual receipts over the last 3 fiscal years. A pre-proposal conference & site visit will be conducted on Wednesday, June 25, 2003. Bidders should assemble in the Building 549 Conference Room A at 9:00 AM. Only one (1) pre-proposal conference / site tour will be given, and the conference will not be delayed to enable latecomers to clear through security at the gate. In order to gain access to Fort Detrick through the Seventh Street gate, Bidders must have two (2) picture ID?s, and allow ample time for clearance into the facility. At the very least, vehicles that do not have a Fort Detrick sticker on them will be pulled to the side, the driver will be asked to exit the vehicle, and either security personnel or a search animal will examine the vehicle. The Solicitation will be released on or about ten (10) calendar days after publication of this announcement and the proposals due per the solicitation documents. Written requests for the RFP should be directed to SAIC-Frederick, Inc., NCI-Frederick, Building 1050, Boyles Street, P.O. Box B, Frederick, MD 21702-1201. No telephonic, fax, or e-mail requests will be accepted. Potential offerors are invited to submit questions to Ms. Sherry Eash at the address listed above prior to July 2, 2003. Questions received will be addressed in the form of an amendment to the solicitation.
