- SUBJECT: TENTATIVE DECISION OF STREAMLINED COST COMPARISON STUDY UNDER OMB CIRCULAR A-76, DEPARTMENT OF HEALTH AND HUMAN SERVICES, PROGRAM SUPPORT CENTER Pursuant to OMB Circular A-76, on April 18, 2003 public notification was made to announce the streamlined cost comparison study of the DHHS/PSC/AOS, Division of Supply Management, Warehouse Operations, located in Perry Point, Maryland. On May 28, 2003, the streamlined cost comparison study was completed and the Contracting Officer announced the tentative decision that the performance of the functions and operations of the Perry Point Warehouse should remain in-house. This announcement starts the Public Review Period, wherein the public has an opportunity to review the documents that were used in the cost comparison. The public review period will last for 20 calendar days from the date of this announcement (ending on June 24, 2003). During the public review period, the documents will be available at the Program Support Center, Division of Acquisition Management, Parklawn Building ? Room 5-101, 5600 Fishers Lane, Rockville, Maryland, 20857. As a result of reviewing the documents, interested parties who believe an error was made in the cost comparison may file an appeal with the Contracting Officer. Appeals must be filed in writing no later than the end of the public review period, 5:00 PM EST June 23, 2003. Appeals must (1) be in writing ? no special form required; (2) be submitted on time to the Contracting Officer (ATTN: Michele Trotter) at the referenced address above; and (3) involve costing issues or noncompliance with OMB Circular A-76 procedures that govern the streamlined cost comparison process. The designated Administrative Appeals Authority will, within thirty (30) days, review and make a decision regarding any submitted appeals. Upon resolution of any appeals received, a Final Decision on the streamlined cost comparison study shall be made and posted accordingly.
