- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number F7SVP231340300 is issued as a request for proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-07. The applicable NAICS code for this requirement is 721214. The applicable size standard is $6M. Commerce Business Daily Note 1 applies to this requirement. The requirement is to conduct up to (30) science camps at various Air Force Bases throughout the continental United States for children ages 7 to 12. Camps are to consist of half-day workshops for 3 hours for 5 days, Monday through Friday. Curriculum and lesson plans should be based around the objective to improve science literacy by involving children in fun and exciting hands on lessons that are based on National Science Standards. Children should be introduced to thematic science concepts as they build projects, conduct experiments, and take part in a variety of science activities. The contractor will provide the theme of each camp either based on the subject topic of: 1) Fantastic Flight or, 2) Space & Rocketry. Each base will receive a lesson kit and the instructor of the specific topic to impact up to 30 children. The base Youth Programs will have a minimum of one staff member to assist the instructor during each session maintaining a one to 15 adult to youth ratio. The contractor will be responsible for all shipping and printing cost incurred for all the materials and supplies to get to each base prior to the camp beginning. Conduct up to 40 science-training camps for youth staff and volunteers at the same site as the youth camp. A maximum of 6 adults can be trained at each site; staff training will consist of a 2-hour orientation to the program and up to 4 hours on each specific camp topic. The training will be held Monday through Friday and conducted at a time that best meets the needs of the program to ensure staff is available. Upon completion of training, staff will be knowledgeable and competent to conduct a year around science program. Supply kits will be accessible through the contractors? organization to purchase as needed. The contractor will provide each base with written curriculum manuals, and curriculum support DVD or video. General to both youth camp and staff training, the contractor will provide an instructor that has been fully trained and is knowledgeable and competent with all the required curriculum and materials. The contractor must ensure compliance and ensure instructors? teaching techniques are developmentally age appropriate. The government will provide an inside space that will be adequate to conduct the camp and the training. A safe and isolated outside area will be designated for the projects that must be conducted outdoors. The government will be responsible for advertising and taking registration for the camp. The Youth Program point of contact will provide the instructor with a class roster. Contractor personnel must have experience in operating a science camp for youth for a minimum of 15 years. The cntractor has worked with the National Science Teacher Association and has liability insurance coverage of at least $1 million. Has the capability to conduct up to four science camps at different locations at the same time. Instructors have the knowledge and ability to conduct both the youth and the staff camp at the same site. Can provide the staff with a certificate of training for the completion of the training. Perform and have on file an individual security check on each instructor conducted by a nationally recognized organization. Has the ability to communicate effectively with youth and adults. Coordinate logistical requirements with the host site project officers once HQ FSVA/SVPAC has determined the schedule. Coordination?s should include but not limited to: time of camp and training each day, location of camp, shipping address and direction to the base. Arrival time should be coordinated so base access can be permitted. Travel arrangement and expense incurred are the responsibility of the contractor. Airfare or ground travel to and from each host site should be the most advantageous mode of travel based on cost. Meal cost is the responsibility of the contractor. Host base will pay the cost of lodging beginning with Sunday night check-in and ending on Saturday at checkout time. When available the contractor will be permitted base lodging, if not accommodation will be reserved at a local off-base contract quarters. Personnel must be able to speak, read, write and understand English. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil: Provisions 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision is as follows: conformance to the specifications and price. Offers shall submit the following information: price proposal for aforementioned requirement. Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, which can be obtained at http://www.arnet.gov/far. Clause 52.212-4, Contract Terms and Conditions --Commercial Items. Paragraph (c) of this clause is tailored as follows: (c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as paying office, appropriate data, etc., which may be changed unilaterally by the Government. Reference FAR 52.212-4, Paragraph (n) is hereby tailored as follows: (n) Title. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. All responsible parties capable of providing the above must submit a written price quote to include discount terms, cage code, and firm evidence of their ability to perform. All responses will be considered. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
