Description
This Modification to Presolicitation Notice 72732 provides the following questions and answers to all potential Offerors: Question 1: Could you specify which official receipt time will be considered for this RFQ? Alaska or Herndon? Answer 1: The official time is for Herndon, VA--Eastern Standard Time. Question 2: In regards to task 3 of this presolicitation notice, do you have a rough map of the intended study area? Answer 2: The estimate of the amount of habitat is not for the total overwintering habitat on the whole Beaufort coast but an estimate of the areas in the representative sample of the contractor's choosing. They are to estimate the amount of habitat in a sample of individual pools they identify in the SAR and then field verify that particular sample to determine if it is really overwintering habitat and how well the actual area compares can be estimated from the SAR image. Again, this will be just in the areas the contractor plans to sample in. [The following is a description of] the universe from which the Contractor would choose the samples: North to South, it would be from 5 miles inland (Where ice roads to offshore development would be located) to 5 or so miles offshore where the edge of the grounded shorefast ice is likely to be. East-west it would be in Beaufort Sea coastal rivers large enough to have potential overwintering and it is up to the contractor to propose their own sampling scheme. In sum, SAR images covering a north-south distance of 10 or so miles near the mouth of one or more of these major rivers that they choose to sample.
