Description
Brand name or equal; descriptive literature required with all quotes bidding on equal. This procurement is set aside for small business; only small businesses will be considered for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number N00206-03-Q-E032 applies and is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-13 and DFARS 1998 edition. The North American Industry Classification code is 334511 and the business size is 750 employees. This requirement is for a fixed price contract for the following line item: Line item 0001: GVD4 Explosives Vapour Detector, for searching of people, luggage, parcels etc for hidden explosives, unit is powered from its own 12v rechargeable battery pack which is connected to the unit by a quick-release weatherproof connector, unit is controlled by a single weatherproof on/off push button switch and automatically adjusts to the surrounding environment; emission of a low frequency tone indicates when unit is ready for use; continuous sample of air is drawn in via the nozzle; a concentration of explosive vapour will cause instrument to emit high pitched tone; frequency excursion of the tone is an approximate measure of the concentration of explosive vapour sampled; red light appears when a strong sample is obtained; power supply: 12 volt DC rechargeable nickel cadmium battery; power input to charger: 220-240v or 110-120v 50/60hz; battery life: minimum 6.5 hours constant use, 12-14 hours normal intermittent use; battery recharge time: 4.5 hrs; dimensions: carrying case ? 475mm x 370mm x 95mm; hand unit ? 345mm x 68mm x 50mm (Qty 5 each). Delivery of all items is required 30 days after award of contract, to be delivered FOB Destination to: Receiving Officer, Bldg 31, Naval Air Station JRB, New Orleans LA 70143. Acceptance shall be made at destination. The provisions at FAR 52.212-1, Instructions to Offerrors - Commercial Items, applies. Addendum to FAR 52.214-4: paragraph (o) Warranty -- add: "Additionally, the government will accept the contractor's commercial warranty." Add the following addendum clause: FAR 52.211-5, New Material. The clause 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial items applies with the following applicable clauses for paragraph (b): FAR 52.203-6, Restrictions on Subcontractor Sales to the Government--Alternate I; FAR 52.222-26, Equal Opportunity, FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7012, Preference for certain domestic commodities, and DFARS 525.225-7001, Buy American Act and Balance of Payments Program. The government intends to award to the responsible contractor whose quotation is the most advantageous to the government considering price and price-related factors. This solicitation will be evaluated on the following factors: price related, technical and past performance are equal in importance. Quotations must be received no later than 3:00p.m., local time, 20JUN2003. Quotations sent via U.S. Postal Service should be mailed to Purchasing Department, Bldg 11, Naval Support Activity, 2300 General Meyer Avenue, New Orleans LA 70142-5007. All quotations not sent through the U.S. mail will be considered to be hand carried and direct delivered. Hand carried quotations must be delivered directly to the Purchasing Department, Bldg 11, Naval Support Activity, 2300 General Meyer Ave, New Orleans LA 70142-5007. Direct delivery of offers is only possible during weekdays, excluding federal holidays, between the hours of 8:00a.m. and 3:00p.m., or via fax number (504)678-2430.
