- 03 JUNE 2003 THIS IS THE MILITARY SEALIFT COMMAND (MSC), PREPOSITIONING PROGRAM OFFICE, WASHINGTON, DC MARKET SURVEY NO. 03-03 SUBJ: SELF-SUSTAINING RO/RO VESSELS 1. THIS IS A MARKET SURVEY CONDUCTED BY THE PREPOSITIONING PROGRAM OFFICE, MSC (HQ). IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN THE PREPARATION OR ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 2. MSC REQUESTS INFORMATION ABOUT THE COST AND AVAILABILITY OF UP TO THREE (3) UNITED STATES OR FOREIGN FLAG (TO BE RE-FLAGGED UNITED STATES) SELF-SUSTAINING ROLL-ON/ROLL-OFF VESSELS. NEW CONSTRUCTION MUST BE BUILT IN THE UNITED STATES. THE ANTICIPATED DELIVERY SCHEDULE IS JUNE-DECEMBER 2004 ON THE EAST COAST OF THE UNITED STATES. I. VESSEL CHARACTERISTICS: ? VESSEL MUST BE CAPABLE OF MAINTAINING A LADEN SPEED OF 16 KNOTS IN MODERATE WEATHER. PREFERENCE MAY BE GIVEN TO VESSELS THAT CAN EXCEED 16 KNOTS. ? MINIMUM RANGE OF 8,000 NAUTICAL MILES ? MAXIMUM LADEN DRAFT OF 26 FEET USING CLASS CONSTANTS, LOADED WITH MISSION CARGO, AND BUNKERED FOR 13,000 NAUTICAL MILES ? CARGO TO BE MAINTAINED IN AN AIR CONDITIONED AND DEHUMIDIFIED ENVIRONMENT, WITH A MAXIMUM TEMPERATURE OF 85 DEGREES FAHRENHEIT AND DEHUMIDIFICATION LEVEL BETWEEN 40-50% RELATIVE HUMIDITY. COCOONS MAY BE CONSIDERED. ? 70-TON SELF-SUSTAINING RAMP ? MINIMUM 165,000 SQUARE FEET CLEAR UNDER DECK SPACE, WITH MINIMUM HEIGHT OF 10 FEET FOR 2/3 OF THE SPACE AND 13 FEET CLEARANCE FOR THE REMAINING 1/3 OF THE SPACE. MINIMUM DECK STRENGTH 525 POUNDS PER SQUARE INCH. ? TOTAL CARGO WEIGHT OF 5,748 SHORT TONS 3. AVAILABILITY; C. FUEL TYPES AND CONSUMPTION RATES; D. DAILY CHARTER HIRE RATE AND ANY ADDITIONAL CHARGES (I.E. DELIVERY BONUS, ETC.), BASED ON A FIRM 59 MONTH CHARTER (UNITED STATES FLAG), INCREMENTALLY FUNDED WITH PURCHASE OPTION; E. DECK HEIGHTS, STRENGTHS, AND SQUARE FOOTAGES; F. NUMBER OF REEFER PLUGS, IF ANY; G. ALTERNATIVE PROPOSALS; H. ANY PERTINENT QUESTIONS AND/OR COMMENTS; I. BUSINESS SIZE AND VISA STATUS 4. THE FEDERAL ACQUISITION REGULATION 19.102 ESTABLISHES THE SMALL BUSINESS SIZE STANDARD FOR THIS TYPE OF WATER TRANSPORTATION SERVICE AS NAICS CODE 483111 (FORMER SIC CODE "4412"), WITH A SMALL BUSINESS SIZE LIMITATION OF 500 EMPLOYEES.
