- LAYBERTH SERVICES FOR LARGE MEDIUM SPEED ROLL ON ROLL OFF (LMSR) AND FAST SEALIFT SHIPS (FSS) SOL N00033-03-R-53XX DUE 06 Oct., 2003 POC Dan Tomlinson, 202-685-5848: The Surge Project Office, Code PM53P, of the Sealift Program, Military Sealift Command Headquarters in Washington, D.C., seeks to acquire layberth services for two LMSRs and four FSSs (three lots) for five years (a three year base period plus two one-year option periods) with performance periods beginning in 2004. The layberth site locations for two of the three lots, including the lot containing the LMSRs will be restricted to the U.S. Atlantic coast, no further north than Narragansett Bay, RI. The other lot is restricted to the US Coast along the Gulf of Mexico or waters entering into it. Estimated RFP issuance is approximately 01 August 2003 with an anticipated closing date of 06 October 2003. Award is estimated in January 2004. The layberth period of performance for the Gulf Coast FSS facility begins on July 23, 2004. The East Coast period for the FSS ships begins on January 13, 2005. The East Coast period for the LMSRs will begin at a date prior to January 2005 to be determined after reviewing MSC needs and contractor capabilities. MSC intends to award the LMSR lot on a small business set aside basis. The NAICS code for small businesses on this solicitation is 488310 with a size standard of $21,500,000 per year. MSC will no longer keep a Master Mailing List; all requirements will be posted to the FedBizOpps and the MSC Website for download.
