- Description
- The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on an other than full and open competition basis Contractor Engineering Technical Services (CETS) to various fleet and shore activities for the Naval Air Technical Data and Engineering Service Command (NATEC) from Hamilton Sundstrand, One Hamilton Road, Windsor Locks, CT 06096-1010. Hamilton Sundstrand is the Original Equipment Manufacturer (OEM) of the equipment to be supported. This effort includes informing, instructing and training Navy Personnel in the installation, operation and maintenance of the T54460-1 Propeller systems used with T56-A-series ?10/-14/-25/-427 engines installed on P3, C-2, E-2C, and C130 Aircraft. Additionally, this task will provide service on the NP2000 eight bladed propeller system to be installed on the E-2C Hawkeye 2000 aircraft. The effort will be performed at NATEC facilities in Norfolk, VA. The tasks support the organizational and intermediate levels of maintenance for the engine and propeller systems. The OEM, Hamilton Sundstrand, is the only source with ready access to technical databases of the T54460-1 and the eight bladed NP2000 propeller systems in their current configuration. For the NP 2000, factory engineering technical services up until Fleet support date is essential to ensure that technical information and maintenance procedures are updated on a timely basis. Hamilton Sundstrand is the only source with the technical support personnel capable and familiar with the systems able to perform the services including developing solutions to problems not readily resolved in the field. No other firm possesses the required data and technical representatives with expertise on these systems. The government does not possess the required data, knowledge of equipment modifications, or engineering expertise, which precludes the use of a competitive procurement. A one-year base period with four one-year option periods is anticipated. Award of a contract is expected on 1 October 2003 and the contract will continue through 30 September 2008 if all options are exercised.
