- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposals (OAM-2003-N-0003). This combined synopsis/solicitation is organized in eight parts: (1) Background and Specific Requirements; (2) Cost Proposals; (3) Format and Instructions for Technical Proposal, (4) Technical Evaluation Criteria; (5) Applicability of Federal Acquisition Regulation Provisions, (6) Technical Questions and Mandatory Line of Sight Testing, (7) Point of contact and (8) Submission of Offers. 1. BACKGROUND AND REQUIREMENTS: The General Accounting Office delivers training through a variety of methods, including in house classroom instruction, computer-based and other self-paced training and external programs. In order to help meet the growing requirements of professional development for both evaluator and support staff, GAO added another delivery method: interactive, instructional television (ITV). This method has offered GAO the following benefits: greater availability and convenience of external courses delivered directly to GAO classrooms, with the opportunity for ?just in time training? on desired topics taught by experts in the field, live, direct interaction between an instructor and trainees, located at different sites. GAO initiated an instruction television effort in September of 1993 via microwave transmissions to its classrooms at its 441 G Street NW, Washington, DC headquarters building. Since that time we had numerous program offerings with participant groups ranging in number from as small as seven (7) participants to as large as 100 plus participants in numerous classrooms. The term of the requirement is a base period (date of contract award through September 30, 2004) and four (4) renewable option years. All equipment and support services are to be in place and ready for operational use by GAO within thirty (30) calendar days after the award of contract. Programming is to be delivered on an as-needed basis according to schedules published by the contractor or as mutually agreed. Requirements: A copy of the Statement of Work (SOW) can be requested via e-mail Dannerp@GAO.gov or via fax number (202) 512-3999. 2. COST PROPOSAL: Offerors are required to request via email: Dannerp@GAO.gov) or fax (202) 512-3999 a copy of the pricing schedule. Failure to complete and submit the pricing may exclude your offer from consideration. The Pricing Schedule will identify fixed rates over the five-year contract period. Offeror must submit an original and four (4) copies as a separate document from the technical proposal. 3. FORMAT AND INSTRUCTIONS FOR PROPOSALS: The proposal must be signed by an official authorized to bind the offeror. Proposals must contain: (a) the name, address and telephone number of the offeror, (b) cost proposal (c) Representations and Certifications at FAR 52.212-3 (d) technical proposal (original and four copies) addressing the technical approach of how GAO's requirements will be satisfied. Technical proposals should not exceed 25 pages. Pages beyond 25 will not be considered. Offerors that fail to furnish required representation and certifications or reject the terms and conditions of the solicitation may be excluded from further consideration. 4. TECHNICAL EVALUATION CRITERIA: FAR 52.212-2, Evaluation Commercial Items). This is a best value procurement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. For this solicitation, technical quality is more important than cost or price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. Also, the government reserves the right to make an award on the basis of initial proposal, without holding discussions. Therefore, the offeror initial proposal should contain their best terms from a technical and cost standpoint. The following elements are to be included in your technical proposal. The following factors will be used to evaluate offers and should be addressed in your technical proposal: (a) Technical Approach and Management (45 points): The offeror must submit a description of the Services/products it will provide that demonstrates it clearly understands the Statement of Work and all required details of the RFP. The offeror?s technical approach should include how its firm plans to meet all components of the GAO?s requirement as identified in the Statement of Work. Technical and Equipment, Administrative and Support; and Programming must be addressed. Each of these components will be evaluated on the basis of its contribution to the offeror?s overall ability to deliver satisfactorily training to GAO. Points will be awarded by assessing the offeror?s project plan or descriptive literature and supporting documents as follows: Programming (25 points): Programming includes the range and selection of actual courses offered, as identified in the requirement above); Technical and Equipment (10 points): Technical and equipment includes the transmission of broadcast signals (and any backup system of providing programming) plus the provision, I installation, maintenance and removal of equipment, as identified in the requirement above; and Administrative and Support (10 points): Administrative and support includes all activities, which contribute to effective delivery and programming as well as procedures, which facilitate efficient administration and management as identified in this requirement. (b) Corporate Experience and Past Performance (including references), (45 Points): Corporate Experience: The offeror proposal should include a general description of background, experience and qualification that is related to the requirement in this CBD/RFP. The offeror must also demonstrate that it has provided products/services and programming to other government agencies and/or private entities for which it done business with either as a contractor or subcontractor satisfactorily within the last three (3) years. Past Performance (references) The offeror must submit the name(s) of the agency/firm, address, phone number and a name of contact for each reference listed as a contractor or subcontractor. If performed as a subcontractor, to what extent the offeror are/were regularly engaged in and have successfully conducted project similar in magnitude and its complexity. GAO reserves the right to contact any of the named agencies and entities. In evaluating past performance, GAO will consider information obtained from past and present customers. By past performance, GAO means the offeror?s record of conformity to specifications and to standards of good workmanship, adherence to contract schedules, and cooperation and commitment to customer satisfaction. ( c) Key Personnel (10 points) : Key Personnel includes the qualifications of the key management, administrative and technical staff that would have a significant bearing on the quality of equipment, services and programming delivered to GAO. This includes, but not limited to, the identification of key points of contact as required in the basis of the individuals? relevant education or training as well as length and type of relevant experience. 5.APPLICABILITY OF FEDERAL ACQUISITION REGULATION PROVISIONS: The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this solicitation and are incorporated by reference. FAR 52.212-1 ? Instructions to Offerors (Commercial items). Offerors must include a completed copy of FAR provision 52.213-3 - Offeror Representations and Certifications (Commercial Items) with their offer. FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statues or Executive Orders (Commercial Items). FAR 52.212-4 - Contract Terms and Conditions (Commercial Items), Conditions. 6. TECHNICAL QUESTIONS AND LINE OF SIGHT TESTING: Technical questions concerning this requirement must be submitted in writing via fax or e-mail no later than fifteen (15) calendar days after the published date of this announcement. GAO may respond to questions in the form of an amendment that may have an affect on offers received. Please see Mandatory Line of Sight Testing as required in the Statement of Work in the Technical and Equipment section). In order for each offeror?s proposal to be considered, it is required that each offeror meet the mandatory requirement of successfully demonstrating a clear line of sight microwave transmission test of high quality between its broadcast site (transmitter) and the GAO building. Offeror?s proposal shall not be considered if the line of sigh testing is unsuccessful. Testing shall be performed only from June 11,2003 through June 25,2003, between the hours of 9:00 a.m. through 4:00 p.m. (EST). For appointment, offerors are to contact Pearline F. SUBMISSION OF OFFERS: Proposals must be submitted no later than 3:00 p.m. EST), July 15, 2003. Due to the current mail situation and the extra time needed to process incoming deliveries (mail,documents, and packages), the only acceptable methods in delivering proposals to GAO is via Federal Express (FEDEX) delivery service. Other delivery methods are not acceptable for this requirement at this time. The Guards will not accept packages at the desk.
