- NASA/GRC has a requirement for the following spare equipment items: CMU-900 Communication Management Unit VHF-920 VHF Digital Radio IDC-900 Data Link Controller APM-900 Aircraft Personality Module Associated mounting trays, mating connectors, and connector pins for the CMU-900, APM-900, and VDR-920 The equipment shall be loaded with appropriate AOA/VDL Mode 2 and ATN software. The VDL Mode 2 was developed, tested and delivered by Rockwell Collins under research and development contract NAS3-02136. It has been subsequently determined by the WINCOMM project office that spare components identical to the originals be provided for NASA's use in order not to delay the ongoing research being performed should any of the originals fail or otherwise become unusable. NASA/GRC intends to purchase the items from Rockwell Collins, Cedar Rapids, Iowa 52498 using 10 U.S.C. 2304 (c)(1)Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Under paragraph (a)(2)(ii) supplies are deemed available only from the original source of this follow-on contract for the continued development of a major system and that per subparagraph (A) substantial duplication of cost to the Government would result in the award to another firm that is not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice.
