- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. All interested offerors may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for an ELectroForce (ELF32-B0225N) 3200 Series-Base System (including Load Frame Assembly, 225N Bose Linear Motor, Load Cell Displacement Transducer, WinTest Digital Controller and Control Software, Computer and 15” Monitor, and Designed for User Installation). This system is needed for testing materials used in tissue engineering and dental applications. *** All interested parties are invited to submit a quote for the following line items: LINE ITEM 0001: Quantity one (1) each – ElectroForce (ELF32-B0225N) 3200 Series-Base System with the following required specifications: (a) The system shall have a PC based control system that uses an industry standard communication architecture and software for providing control of the test system and Windows 2000 based Graphical User Interface (GUI); (b) The entire system shall be clean room compatible and no component of the system shall emit any noise greater than 60 dB similar to a fan on a typical personal computer in normal operation; (c) The software shall be easily configured to meet most test needs including multi-axis loading requirements such as axial/torsion or planar-biaxial. These configurations shall be available to the user to allow for re-configuration of the system as testing requirements change; (d) The vendor that provides the equipment shall have a proven quality program similar to ISO 9001/2000 certified by an external, accredited organization and have installed a minimum of 10 systems that meet this specification to similar research institutions with references available; (e) The system shall fit on a standard lab bench top for space conservation and easy access; (f) There shall be the ability to create “custom” application software that allows the user to easily define the test conditions, control the test and acquire data, and analyze the data. Standard application software shall be available for Dynamic Mechanical Analysis (DMA) of biomedical materials and devices and dental fatigue and wear; (g) The system shall have platens to do compression testing; (h) A wide range of accessories shall be available including grips, fixtures, extensometers, environmental chambers, and additional channels of axial or torsional excitation. These accessories must be easily integrated to the test system during initial construction and at any time in the future as required by future testing needs; (i) Frame shall have a test space at least 30 cm wide and 40 cm high; (j) The test frame shall be optimized for Dynamic Mechanical Analysis measurements up to 200 Hz; (k) Motor: +/- 45 kg (100 lb) Peak/Max Sine amplitude, +/-6.35 mm (+/- 0.25 in) Stroke, Minimum linear velocity: 0.0006 micron/s, Maximum linear velocity: 3.2 m/s, Minimum frequency: 0.00001 Hz, Maximum frequency: 400 Hz; (l) Generates no particulate for clean room compatibility; (m) At least 45 kg (100 lb) capacity load cell; (n) Able to run fatigue tests; (o) The system displacement transducer shall have at least a 6.25 mm (+/- 0.25 in) measurement range; (p) System must allow the integration of a digital camera system (q) The following environment chamber options shall be available: Saline, environmental, temperature controlled and Sealed, semi sterile, incubator, temperature controlled; (r) Factory training: The factory training shall provide an overview of how to setup and run the test instruments for up to three people; (s) On-site training shall be provided. ITEM 0002: Quantity one (1) each – Upgrade to 450N (100 lb) Option – Model 3230. ITEM 0003: Quantity one (1) each – Compression Platens – 50 mm. ITEM 0004: Quantity one (1) each – On-Site Startup Assistance by EnduraTEC (includes travel).*** DELIVERY SHALL BE FOB DESTINATION. Delivery is required 60 days after receipt of purchase order. *** The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are more important than price. *** Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the make and model of the product, manufacturer sales literature or other product literature which clearly documents that the offered product meets or exceeds the specifications stated above. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information provided by NIST and its affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor. Offerors with no relevant past performance shall not be evaluated favorably or unfavorably. *** The following provisions and clauses apply to this acquisition: PROVISIONS: 52.204-6 Data Universal Numbering System (DUNS) Number; 52.212-1 Instructions to Offerors-Commercial Items.
