Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F25600-03-T-0073 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14. All applicable provision and clauses are included in the actual solicitation. This electronic announcement constitutes the only solicitation being issued. This procurement is set aside 100% for small business. The North American Industry Classification System (NAICS) code is 811310, and the small business size standard is $ 6,000,000. The Government intends to issue a firm fixed price purchase contract for the following CLIN 0001: Perform all Preventive Maintenance Inspections (PMIs) to the DYNAMIC Rotatable Uninterrupted Power Supply (RUPS) (model # HDUPS200K6633-HH-AB-WABP-30SEC, serial # 99112) IAW the statement of work, period of performance approx. 12 JUN 03 - 12 JUN 04; CLIN 0002: Option year one (12 Jun 04 - 12 JUN 05); CLIN 0003: Option year two (12 JUN 05 - 12 JUN 06); CLIN 0004: Option year three (12 JUN 06 - 12 JUN 07); CLIN 0005: Option year four (12 JUN 07 - 12 JUN 08). Statement of Work: Perform all scheduled Preventive Maintenance Inspections (PMIs) to the DYNAMIC Rotatable Uninterrupted Power Supply (RUPS) IAW the DYNAMIC RUPS maintenance manual, which will be available on site and following specific tasks. TASK 1 DELIVERABLE (S): Telephone callback response: Respond 24 hours/7 days per week, 365 days per year, with 60-minute technician telephone-response time. TASK 2 DELIVERABLE (S): Onsite response: Respond 24 hour/7 days per week, 365 days per year, with 4-hour technician on-site response time. TASK 3 DELIVERABLE (S): Onsite maintenance: Repair DYNAMIC (ROTATABLE) UPS, to include labor, parts, and engineering costs necessary to correct system problems. TASK 4 DELIVERABLE (S): Provide, as needed, informational support regarding system capability, newly introduced capabilities, etc., to enable the customer to make decisions regarding equipment operation and upgrade/replacement. TASK 5 DELIVERABLE (S): Perform preventive/corrective actions to resolve system abnormalities. TASK 6 DELIVERABLE (S): Provide three (3) scheduled preventive maintenance visit per year (dates will be provided in award) to ensure DYNAMIC (ROTATABLE) UPS is in proper operational order. Preventive maintenance will consist of, but not limited to, annually drain oil from both upper and lower bearing assemblies. Next, refill both upper and lower bearing assemblies with new Texaco EP2 or equivalent oil. Semi-annually check ventilation for free air flow, all power and control wires for loose connections, inspect control equipment for loose mounting hardware, ensure control devices are free of dust, moisture and other foreign matter. Remove any dust and dirt from windings with a vacuum cleaner (do not use air pressure). Inspect battery cabinet and wiring for loose connections. System assessment required to forecast and to prevent any problem areas before they arise. Contractor will need to provide all tools needed, including vacuum cleaner, to perform all cleaning and maintenance. GOVERNMENT FURNISHED RESOURCES: 1. INFORMATION SOURCES: Government personnel will provide technical input, answer questions, review and approve completed work, and provide feedback regarding contractor efforts. The NCOIC of the Elkhorn Communications site Ground Radio work center, 755 CS/GLMG, is the primary source of technical guidance for this SOW. 2. DOCUMENTATION: All materials will remain the property of the Government and will be returned to the NCOIC of the Elkhorn Communications site Ground Radio work center, 755 CS/GLMG upon request, or at the end of the Task/Delivery Order period of performance. 3. TRAINING: The Government will not be responsible for any contractor training costs including any costs associated with contract assumption and contractor or personnel turnover. 4. PROPERTY: DYNAMIC (ROTATABLE) UPS. MATERIALS AND OTHER DIRECT COSTS (ODCs): 1 The contractor will provide factory repaired or new replacement parts and provide express delivery of all replacement parts. SECURITY/ TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be escorted at all times to Government building 200 on Elkhorn site to perform duties. PLACE OF PERFORMANCE: Work will be performed at the Elkhorn Communications site, building 200, 21011 Rainwood Road, Elkhorn, NE 68022. HOURS OF WORK: The contractor will be available for emergency response on a 24/7 basis for on-site support during system failures or emergencies.
