Description
This is a combined synopsis/solicitation for commercial items or services in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation No. (RFQ) R-9076-00-3-00. The North American Industry Classification System (NAICS) code is 334516. The Food and Drug Administration is soliciting for the following equipment: 1.) Bio Rad ChemiDoc XRS System, PC or equal with the following requirements: Multicolor fluorescent imaging system capable of imaging direct chemiluminescence, chemi-fluorescence and densitometric images, unique patent-pending flat fielding technology for superior image uniformity and quantitation, allows for 3.4 orders of dynamic range, with picogram sensitivity for EtBr stained DNA, system must include super-cooled camera with 1.3 megapixel resolution and motorized zoom lens with f/1.2 aperture for superior light collection efficiency, light-tight compact darkroom with slide-out UV transilluminator, images ethidium bromide, SYBR green I & II, SYPRO Orange, Radiant Red, Fluorescein, Rhodamine and Texas Red fluorescent dyes, CCD camera resolution: 1,3000 x 1,030 pixels, includes TDS Quantity One Software for Win98/NT/2000/XP and instructions. 2.) Computer System, PC which includes: Pentium 4 1.8GHz with 256kB cache, 20GB hard drive, 256 MB RAM, upgradeable to 3GB, 24x/10x/40x CD-RW, NVIDIA AGP video card with 16MB VRAM, Intel Pro/100 Ethernet card, 2 serial ports, 1 parallel port, 1 VGA monitor connection, 4 USB ports, windows 2000 installed, NEC Multisync LCD 1550V, 15 inch LCD monitor. 3.) UV/White light conversion screen for Gel Doc 2000. The UV/White light conversion screen is to convert UV light from the transilluminator to visible light. APPLICABILITY OF FAR PROVISIONS: the following Federal Acquisition Regulation (FAR) provisions and clauses apply to this solicitation and are incorporated by references. 52.203-6 Restrictions on Subcontractor Sales to the Government with Alternate I (41 U.S.C. 253g and 10 U.S.C. 2402). 52.212-1 Instructions to Offerors – Commercial Items. Offer must include a completed copy of FAR provisions 52.212-3 Offeror Representations and Certifications – Commercial Items. 52.212-4 Contract Terms and Conditions - Commercial Items. 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items, for paragraphs a, b, and c. The only the following clauses apply to this acquisition. 52.219-8 Utilization of Small Business Concerns. 52.222-3 Convict Labor. 52.222-19 Child Labor – Cooperation with Authorities and Remedies (E.O. 13126). 52.222-21 Prohibition of Segregated Facilities (FEB 1999). 52.222-26 Equal Opportunity (E.O. 11246) (APR 2002). 52.222-35 Affirmative Actions for Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793). 52.222-37 Employment Reports on Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (U.S.C. 4212). 52.225-1 Buy American Act – Balance of Payments Program – Supplies. 52.232-18 Availability of Funds. 52.232-34 Payment by Electronic Funds Transfer – Other than Central Contractor Registration (31 U.S.C. 3332). 52.233-3 Protest after Award (31 U.S.C. 3553). Offers are due on or before June 20, 2003, 3:00 p.m. local prevailing time in Jefferson, Arkansas. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to finish required reprensentations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. Award will be issued to the offeror that provides the best value to the government and whose proposed equipment meets all specifications as referenced above.
