- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14 effective May 22, 2003.***The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested Contractors may submit a quote.***The National Institute of Standards and Technology (NIST), has a requirement for quantity two (2) External Ring Resonator Frequency Doublers for high efficiency frequency doubling of single-longitudinal-mode CW laser radiation. The doublers will be used to produce single-frequency, stabilized light at 425 nm to perform laser cooling and trapping of chromium atoms.***All responsible Contractors shall provide a quote for the following line items: LINE ITEM 0001: Quantity two (2) each External Ring Resonators for High Efficient Frequency Doubling of Single Longitudinal Mode CW Laser Radiation meeting all of the following required specifications: (1) Must be 100% compatible with laser output from a Coherent Model 899-21 single frequency, actively stabilized Ti:sapphire laser; (2) Must provide a minimum doubling efficiency of 17.5% with 1.1 W input power at 850 nm, for a second harmonic output power of 190mW at 425 nm; (3) Doubling crystal shall be temperature-stabilized LBO; (4) Must be optimized for operation at 850/425 nm with at least a custom-cut doubling crystal for peak operation at this wavelength; (5) Optical cavity constructed from a sealed, monolithic block of material for optimum stability; (6) Cavity adjustments must be accessible without breaking seal of cavity block; (7) Optical cavity in ring configuration with a maximum of two mirrors and one prism for minimum passive losses; (8) Active cavity stabilization via the Pound-Drever method, accomplished via prism movement to ensure a geometry-invariant output beam that does not move as wavelength is changed; (9) Must provide a method for quickly re-establishing resonance following an unlocking event such as a vibrational shock; (10) Single uninterrupted frequency scan range at least 40 GHz; (11) Maximum scan rate at least 10 GHz/s; (12) Astigmatic compensation of the output beam; (13) System must include the following optical elements suitable for 850/425 operation: Phase modulator, Elliptical second harmonic beam shaper, Steering mirror for second harmonic output, Bending mirror set for fundamental, Mode matching lenses, Half-wave plate polarization rotator for input beam. LINE ITEM 0002: Installation. To include, at a minimum: Uncrating of all equipment; Removal of all trash; Set-up and hook-up of all equipment; complete installation, turnkey start-up, and demonstration of all specifications. LINE ITEM 0003: Warranty. To include, at a minimum: One (1) year, on-site, to cover all parts & labor. ***DELIVERY SHALL BE FOB DESTINATION. FOB DESTINATION meansthe Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.***Delivery and installation of the external ring resonators is contingent on installation of existing equipment into a new laboratory currently under construction. Estimated timeline for installation of existing equipment is March 2004. Delivery and installation of the ring resonators shall be completed on a date and time as mutually agreed between the Government and the Contractor. The Government will notify the Contractor within a reasonable amount of time for the Contractor to complete production of equipment and schedule delivery/installation. The total period of performance for delivery and installation of ring resonators shall not exceed one (1) year from the date of award.***All specifications shall be successfully demonstrated before final acceptance and final payment by the Government. Warranty shall commence upon final acceptance by the Government.***Award shall be made to the Contractor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability, and Past Performance, when combined, are significantly more important than price. Past Performance and price shall only be evaluated on quotes whereas the proposed equipment is determined technically capable in accordance with Evaluation Factor (1), Technical Capability. Technical Capability shall be evaluated based on information submitted in the quotation. Offerors shall include the make and model of the products, manufacturer sales literature or other product literature which clearly documents that the offered products meet or exceed the specifications stated above.***Past Performance will be evaluated to determine the overall quality of the products and services provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information provided by NIST or its' affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; the date of delivery or the date services were completed and a list of deliverables provided. The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. All offerors shall submit the following: 1) One (1) original and one (1) copy of a quotation which addresses all Line Items; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.acqnet.gov/far.
