- Description
- It is the intent of the National Heart, Lung and Blood Institute (NHLBI) for the National Institutes of Health (NIH), Office of Research Services (ORS), Division of Intramural Research (DIR), Veterinary Resources Program (VRP) to purchase canines (Canus familiaris) dogs for NIH research projects via indefinite delivery-indefinite quantity contracts according to NIH specifications. The successful contractor shall furnish specific breeds of canines which have been bred and raised exclusively for biomedical research as specified in their submitted pricing document. The contractor shall provide and deliver animals that meet specifications established by individual orders. In addition, canines shall be purpose bred in an established closed breeding colony maintained by the contractor to produce healthy laboratory dogs. The contractor shall be regularly engaged in the breeding, raising, and transport of the specified animals, which are free of physical and heritable defects and are of quality health and temperament as stated herein. The contractor shall comply with all federal, state and local laws and regulations pertaining to the acquisition, registration, care, disposition and transportation of dogs. The contractor shall be licensed by the USDA as a Class A dealer in accordance with the Animal Welfare Act (AWA) and shall comply with all standards of the Act. The contractor's husbandry practices and physical facilities shall be maintained in compliance with USDA standards and the recommendations in the Guide for the Care and Use of Laboratory Animals. Dogs shall be socialized. The North American Industry Classification (NAICS) Code is 424520, Size Standard is 100 employees, is identified for this requirement. Multiple award, indefinite delivery/indefinite quantity contracts are anticipated for an award for this requirement. There are no set-aside restrictions for this requirement. Awards may be made to all qualified large businesses, small business and educational institutional that are capable and deemed technically acceptable to supply and house the nonhuman primates. The Solicitation document will be released on or about June 16, 2003, with proposals due on or about July 1, 2003. All requests for the solicitation document must be in writing, citing Solicitation Number: NHLBI-PS-2003-083.
