- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI3055 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-14. The National Institute of Allergy and Infectious Diseases intends to negotiate on a sole-source basis using simplified acquisition procedures with the Canadian Immunodeficiency Research Collaborative of Toronto, Canada for rare HIV patient samples. These specimens can only be obtained from 0.2 % of the general HIV patient population and the Canadian Immunodeficiency Research Collaborative has a large cohort of these. Currently, our research is wholly dependent on the use of these specimens as part of Project No. Z01 AI 000851-04, The Role of Viral Reservoirs in the Pathogenesis of HIV Disease. Many of our experiments require repeated collation of cells from these patients as part of longitudinal analyses. In addition, given that we cannot obtain the numbers of cells that are necessary to complete our analysis by one visit, it is critical to receive the samples continuously from these patients in order to successfully execute our project. Sample preparation will include leukopheresis, lymphocyte isolation, in vitro testing and cryopreservation. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 621511 and the small-business size standard is $11.5 million dollars. These items will be delivered to a NIAID facility in Bethesda, MD. This is a fixed-price contract and the FOB terms are ?Destination.?
