JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section (NAS), Bogota, Colombia. NAS provides planning, operational and logistical support and contract oversight for the Colombian National Police (CNP) counter-narcotics aviation program. The CNP Air Service (ARAVI) performs its mission with a fleet of 64 helicopters and 23 fixed-wing aircraft. PURPOSE: The purpose of this professional services contract position is to provide a Program Aviation Advisor for the NAS CNP Aviation Program Manager in Colombia. The incumbent serves as the senior in-country aviation advisor, responsible to the U.S. Ambassador, for providing program implementation, direction and execution oversight in support of host nation counter-narcotics (CN) efforts. The incumbent effects high-level interagency coordination among the American Embassy, CNP, military services, aviation support services contractors and other participating agencies; evaluates training and operational effectiveness of in-country Department of State programs, ensuring all aviation programs retain requisite operational and logistical fluidity; supervises other NAS aviation advisers, including a standardization adviser, a maintenance adviser and a logistics adviser; and monitors and evaluates aviation support services contractors' performance in maintenance, operations and logistics. STATEMENT OF WORK: (a) Performs oversight and evaluation of PSC aviation advisers (currently three, but expected to double in CY 2002). This oversight includes, but is not limited to, ensuring continued progress and improvement in the areas of maintenance, logistics, operations, standardization, training, safety and quality control. (b) Plans work, sets or negotiates deadlines and completion dates, and reviews and accepts or rejects final work. (c) Assigns work based on priorities, difficulty of the assignments, and capabilities of the employees. Gives advice and instruction to employees on both work and administrative matters. Identifies developmental and training needs, finds ways to improve the quality of work, and develops overall performance standards for both USG and contractor personnel. Assists and advises in the hiring of both USG/PSC and contractor personnel. (d) Provides a daily status report on operations and projects to the Aviation Program Manager. Coordinates closely with the INL Air Wing Eradication manager to ensure effective spray and interdiction operations. (e) Advises the CNP/ARAVI on improving management and operations. Meets regularly with ARAVI commander and other ARAVI officials and is involved in all planning sessions. (f) Performs oversight contractor operations in the event NAS decides to contract maintenance and logistics services. This oversight would include, but would not be limited to, reviewing and recommending approval of waivers to published directives, and monitoring contractor pilot, mechanic and procurement personnel proficiency. (g) Develops, coordinates, organizes, and implements comprehensive operational systems and procedures for the CNP/ARAVI. These operational systems and procedures include, but are not limited to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia, and Deployment Operations procedures in support of the CNP operations throughout Colombia. (h) Works with the standardization adviser to provide direction and oversight for CNP aviation training and standardization. Implements DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. (i) Collects, reviews, and disseminates data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Maintains liaison with INL Office of Aviation, U.S. Department of Defense, Department of State, the U.S. Federal Aviation Administration and aircraft manufacturers to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. II. MINIMUM REQUIREMENTS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. In-depth knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. f. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. g. In-depth knowledge of tactical employment of fixed- and rotary-wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the CNP (particularly UH-1HII, UH-60 and Bell 212 helicopters; and C-26, DC-3, Twin Otter and Cessna Caravan airplanes). Must have extensive experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary-wing pilots and the tactical employment of aircraft in a high-threat environment. h. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit-level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. i. Highly specialized skill in the operation of rotary wing aircraft as a pilot. j. A broad knowledge of and experience in aviation maintenance, logistics and DOD security assistance is highly desirable. k. Knowledge of U.S. Government contract administration and acquisition procedures is desirable. III. COMPLEXITY Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed-wing and rotary-wing tactical and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include aerial and air-mobile eradication; aerial and air-mobile interdiction; forward area aerial resupply, replenishment and sustainment; and host nation aviation training. Incumbent must apply specialized and professional knowledge to help the CNP implement flight standardization practices at central bases and multiple forward operating locations. The incumbent assists the CNP in plans, policies, and procedures. Coordinates recommendations from staff officers; consults with the Aviation Program Manager regarding ongoing projects; provides guidance to subordinate Aviation Advisors, instructor pilots, contractor and CNP operations personnel; and oversees implementation of various facets of NAS's CNP Aviation Program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the CNP aviation program that will improve flight safety of aviation operations in support of the counter-narcotics mission. IV. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations; Bogota living conditions are at a high altitude (8500 feet). May require some physical exertion and dexterity. Incumbent must be able to independently perform field work in remote areas for extended periods without assistance. V. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narcotraffickers and therefore pose risk to the incumbent while at these sites. VI. POSITION ELEMENTS a. Supervisory Controls: The incumbent reports to the NAS Aviation Program Manager who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management systems' hardware and all software required to manage NAS' aviation and ground operations. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. VII. EVALUATION CRITERIA a. Offeror?s demonstrated experience and in-depth knowledge of tactical employment of fixed- and rotary-wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the CNP (particularly UH-1HII, UH-60 and Bell 212 helicopters; and C-26, DC-3, Twin Otter and Cessna Caravan airplanes). Must have extensive experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary-wing pilots and the tactical employment of aircraft in a high-threat environment. b. Offeror?s demonstrated experience and in-depth knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. c.
