- Description
- The National Environmental Satellite, Data and Information Service, National Geophysical Data Center (NGDC) proposes to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to the International Council for Science (ICSU), World Data Center (WDC) Panel for Development of a Worldwide Distributed Data Exchange and Integration System. In 2001 the WDC for Solar Terrestrial Physics (STP) in Boulder, and its counterpart in Moscow, Russia developed the Space Physics Interactive Data Resource (SPIDR) and Satellite Archive Browse and Retrieval (SABR) data systems. The current project encourages the global mirroring and access of environmental data sets through the automated SPIDR/SABR project. Development of new SABR capabilities will include: 1) spatial / temporal query, browse and download of DMSP film scans from 1972 to 1992, 2) extraction of time series of OLS data based on spatial / temporal / and data quality specifications of an on-line user, and 3) spatial / temporal query, browse and retrieval of geolocated DMSP-OLS mosaics and the global nighttime lights products. (4) SPIDR will be extended with respect to the database, software and integration methods to complete the Space Weather Re-analysis. The WDC will also deliver a collection of Russian geomagnetic observations for inclusion in SPIDR. Because the WDC is upgrading its own product, this notice is for information purposes only. No solicitation is available. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures (NTE $100,000).
