Description
NA It is the intent of the CECOM Acquisition Center Washington to issue Request for Proposal DAAB15-03-R-0032, on behalf of the RDECOM, Night Vision Electronic Sensors Director (NVESD), Humanitarian Demining Office for the design, fabrication, implementation, and test of Remotely Controlled Demining Tractor. The proposed system shall be a low cost, simple system for remotely monitoring and controlling the Rotary Comb Demining Tractor. The system is based on a Government Furnished conversion of a commercial o ff-the-shelf John Deere 7820 farm tractor with a rotary demining comb attachment. The control requirements shall be accomplished through use of the existing, onboard CANBUS and CCD control bus systems and therefore require expert knowledge of these systems in addition to experience with remote control or robotic systems. The remote control portions of this system which will be designed and built under the proposed procurement shall include vehicle onboard control electronics, video camera monitoring, data/v ideo transmission via radio link to the remote operator and the two component operator's interface (a hand held operators control unit and a portable/modular monitoring station for video monitoring and display of vehicle control/status data). The remote s ystem shall be constructed with paramount importance placed on achieving safe and reliable control, with cost and simplicity considerations also of importance. The estimated period of performance is 7 months. A single cost plus fixed fee award is anticipat ed. The RFP will be issued on the Interagency Business Opportunity Page (IBOP) (https://abop.monmouth.army.mil) on or about 30 June 2003. No hard copies or copies via email will be available. Proposals will be due 30 days after date of issuance of the RFP and must be submitted electronically to the Contracting Officer via the IBOP. The estimated time frame for award is September 2003. Selection of the awardee will be made through trade-off analysis. In order to use the IBOP a vendor must register by completing the following steps: 1) At the IBOP homepage select 'New User Registration' under the User Services; 2) click on the Industry Button; 3) Select either the Browse button or the Browse & Post button. (If you plan on responding to the solicitati on it is best to select Browse & Post Button, otherwise you will have to register again. A CAGE Code and Duns Number are required); 4) Complete all the required information and then click on the 'Submit Request' button. Once Registered the RFP folder may be accessed by performing the following steps: 1) At the IBOP homepage select 'CECOM Comm.-Elec. Comm.-Active' from the Army Solicitations, View By Army Contracting Activity drop down menu and click 'go'; 2) Enter your User Name and Password and click 'OK' ; 3) Click on 'All Business Opportunities by Contracting Officer' and then click on the folder ICON to the left of 'Davis, Patricia'; 4) Click on the folder ICON to the left of DAAB15-03-R-0032; 5) Once the RFP is posted it will be at the line entitled 'Me ssages & Documents; RFP'. Click on that title and proceed to the bottom of the page. The RFP will be posted as an attachment. It is also recommended that each offeror join the solicitation specific mailing list under RFP number DAAB15-03-R-0032. Once registered with the solicitation specific mailing list vendors will receive email notification of any updates relating to the RFP.
