- Description
- The General Services Administration, Federal Technology Service, Region 8, Denver and its client, United States Air Force Academy, Colorado Springs intend to procure on a Sole Source basis from SpaceQuest, Ltd., 3554 Chain Bridge Road, Suite 103, Fairfax, Virginia 22030, 703-273-7010, the following equipment and services: to construct two (2) complete Power, Command and Data Handling Avionics Sets, each set composed of (a) 7-cell space-qualified battery composed of matched cells (BAT-4AH) http://www.spacequest.com/products/FlightBattery.pdf housed in an aluminum tray, (b) space-qualified battery charge regulator, power conditioning and 56-channel telemetry board (BCR-100) as described at http://www.spacequest.com/products/BatteryChargeRegulator.pdf housed in an aluminum tray, (c) integrated flight computer, mass memory, and modems (IFC-1000) as described at http://www.spacequest.com/products/FlightComputer.pdf housed in an aluminum tray, (d) S-band transmitter with 1 watt of RF output power with antenna splitter and power distribution and antenna relay electronics housed together in an aluminum tray, (e) three >1 A-m^2 magnetorquers, with control electronics, housed together in an aluminum tray, (f) RX-148 VHF receiver as described at http://www.spacequest.com/products/FlightReceiver.pdf plus buffer amps, sensor buffers and instrument interface control board housed in an aluminum tray, (g) 64-channel analog-to-digital converter board (ADC-64) as described at http://www.spacequest.com/adc64.asp plus instrument interface electronics housed in an aluminum tray, (h) internal wires, RF cables and connectors for above items, (i) an integrated electrical test wiring harness for above items, (j) Bootloader software for IFC-1000 computer, (k) BootX ground control software (BTL-03), (l) Complete integration and associated test documentation, (m) Micro200 reaction wheel, (n) 20-watt solar panels, (o) gravity gradient boom, (p) sun sensors, calibrated and un-calibrated, (q) VHF Receiver RX-145 as described at http://www.spacequest.com/products/FlightReceiver.pdf, (r) an agile UHF transmitter as described at http://www.spacequest.com/products/AgileTransmitter.pdf (SQTX-U), (s) reversible, permanent magnet, (t) 3-axis magnetometer, (u) 16MB RAM Disk, (v) Receiver antenna splitter. All of the above equipment must suitable for operations in the space environment and integrated into complete functional sets. Functional trays must be assembled, integrated and tested by qualified technicians prior to delivery. PURPOSE: The Power, Command and Data Handling Avionics sets are essential to on-going research at the USAF Academy. CONTRACTOR MUST SUPPLY AT LEAST 2 OTHER PREVIOUS PROJECTS PERFORMED FOR THE GOVERNMENT AT THIS LEVEL OF SUPPORT. A SOLICITATION WILL NOT BE ISSUED as a result of this notice. Only one order will be issued for this requirement, no partials. IMPACT: USAFA has committed to mission support for three DoD-approved experiments to be ready for operation in 2005. If compatible avionics hardware is not available by January 2004, the program will be under risk of not meeting mission requirements. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: SpaceQuest, Ltd., has developed, built and flight-demonstrated a standard set of Power, Command and Data Handling Avionics with a hardware and software interface compatible with existing DoD experiments as a commercial-off-the-shelf (COTS) item including published specifications and price lists. As a COTS item, SpaceQuest can supply these sets with no need for non-recurring engineering effort and with lead-times of less than 6 months. SpaceQuest has supplied spacecraft components for USAF Academy research projects on three previous contracts. Attempts were made to preclude this sole-source acquisition, but the proprietary nature of the product precludes other sources from providing these products. Concerns having the ability to furnish the above services/supplies are requested to give written notification to the acquiring office listed in this notice within 15 calendar days from the date of this synopsis. The written notification should clearly describe the company?s ability to provide the required equipment and technical services without compromising the quality, performance and reliability of the requirement. This is not a formal solicitation; however, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available. All information is to be furnished at no cost or obligation to the Government.
