- Description
- The Southwest Division, Naval Facilities Engineering Command intends to award a contract, on a sole source basis, in accordance with Simplified Acquisition Procedures the aggregate amount of which will not exceed $100,000.00 to Lithic Analysts, Pullman, Washington. The purpose of this acquisition is to obtain a cultural resources in-field evaluation of prehistoric stone tool acquisition sites in the Rainbow Canyon and Noble Pass Training Area at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California, which complies with the Marine Air Ground Task Force Training Command (MAGTFTC) Integrated Cultural Resources Management Plan (ICRMP) to identify sites eligible for listing in the National Register of Historic Places. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. Successful completion of this contract is dependent upon knowledge of MCAGCC lithic resources and how to evaluate them in the field without removing artifacts from the site that are only available to Lithic Analysts. It is the Government?s position that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling the agency?s requirement. Therefore, no other offers will be accepted. The contract duration is approximately 365 days.
