NAICS Code: 541990 Pesticide Active Ingredient (PAI) Implementation Public Notice June 09, 2003 Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division Administrative Contracts Service Center (3803R) 1200 Pennsylvania Ave, NW Washington, D.C. 20460 Title: Pesticide Active Ingredient (PAI) Standard Implementation Response Date: June 23, 2003 Notice of Intent to negotiate and award a sole source purchase order under the Simplified Acquisition Procedures (SAP) of FAR Part 13 to Research Triangle Institute (RTI), 3040 Cornwallis Road, Research Triangle Park, NC 27709. The office of Air Quality Planning and Standards has a requirement for RTI to develop and deliver in both rewritable CD, PDF format and photo ready hard copy, a final Implementation Tool. Under Federal Acquisition Regulation (FAR) 6.302-1, the Government may award based on sole source if "only one responsible source and no other supplies or services will satisfy agency needs." A determination not to compete this proposed purchase order has been made because RTI has unique experience with the pesticides industry, and extensive knowledge of the PAI Standard. RTI is the only contractor qualified to provide the PAI Standard Implementation based on their unique capabilities. THIS IS NOT A REQUEST FOR QUOTATION.
