Description
This is a combined synopsis-/-solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation is a Request for Quotations and the number is RFQ-03-007-. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This solicitation is is sued on an unrestricted basis. Price quote must be valid for minimum of 60 days from due date. Line item is as follows: . Specifications are: Background: The Joint Fire Science Program awarded a grant to the Teakettle Ecosystem Experiment to develop outreach materials. These materials are to communicate the experiment’s background and results concerning the ecological effects of thinning versus prescribed burning on restoration of Sierra Nevada mixed-conifer ecosystems. Requirements: The contractor must have in-depth knowledge of the ecology and forestry issues of Sierra Nevada ecosystems including familiarity with prescribed fire and thinning treatments in forests. The contractor will need to be familiar with how science is conducting, research organization and field sampling and collect these materials into a polished product of outreach information. It is also essential that the contractor have experience in Environmental Education and how to effectively develop material for administrators, professional foresters and students. Requirements: Produce the following outreach product: One DVD with 3 presentations 1) Powerpoint presentation of short bullets for Administrators and interested politicians. This ‘elevator speech’ is a 2 minute bullet summary of the key points. 2) Powerpoint presentation in depth for forest managers. This is a 20-30 minute presentation geared to National Forest silviculturists and managers, State foresters and private industry professionals. It assumes a background in silviculture, ecosystem analysis and conservation/restoration issues in the Sierra Nevada. 3) DVD video for high school and undergraduate students. This is a short movie (10-20 minutes) that presents the science and some results of the Teakettle Experiment with an emphasis on how science is done. This is geared toward interesting footage and personal interviews to generate interest in and understanding of forest ecology science and field research for a general audience. The requested delivery time is Oct 31, 2003 (FOR COLLECTING OUTREACH INFORMATION FOUR MONTHS (JULY 1 TO OCT 31, 2003 and 2nd PHASE – PRODUCING THE OUTREACH MATRIAL (STARTING NOV 1, 2003 TO MARCH 1, 2004 delivery time is estimated to be March 1, 2004 (FOUR MONTHS). Quotations will be evaluated on price and PAST EXPERIENCE WITH PRODUCING SCIENCE-BASED OUTREACH PRODUCTS. Quotations will be considered for purchase.
