Description

The Federal Emergency Management Agency (FEMA), Mt. Weather Emergency Operations Center, Bluemont, VA, is seeking small business concerns that feel they possess the capabilities to develop and provide Construction Cost Estimating Software. The contractor will be required by FEMA to prepare a special database of construction repair prices for approximately 300 real property and 100 personal property line items that will be defined by FEMA and researched by the contractor. The prices provided by the contractor shall be accurate to the county level for every state, US trust territories, or any other US possession. The database shall be able to generate a tab delimited text file in a format to be provided by FEMA. Quarterly updates shall be provided to FEMA to account for changing material costs, labor costs, and locality costs. As part of disaster relief efforts, FEMA conducts residential housing inspections for disaster victims. These inspections are completed in a line item method, each required repair is recorded as a construction component (with an associated unit cost), and a quantity. The data is collected for use by FEMA?s Individuals? and Household Program (IHP) as well as other agencies involved in disaster relief such as the Small Business Administration (SBA). The disaster housing line item set will be the same for all regions, but the contractor will need to remain aware of varying local code requirements and building techniques in order to provide FEMA with more accurate pricing data. Databases must operate under Windows 2000. NAICS Code applicable to this Sources Sought synopsis is 541511. The small business size standard is $21.0M. Should this requirement result in a Small Business set-aside, the Limitation of Subcontracting clause 52.219-14, which states at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern shall apply and be incorporated into the resulting solicitation/contract.
