Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE= ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION = WILL NOT BE ISSUED. Responses shall reference "Request for Quote No. DE-RP04-03AL68640". This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal= Acquisition Circular 97-15. This acquisition is a 100 percent small business set-aside. Offerors responding should indicate whether or not they are= a small business, small woman-owned business, small disadvantaged business, or = 8(a) business. The North American Industry Classification System (NAICS) Co= de is 423990 with a corresponding qualifying size standard of 500 employees (indicates maximum allowed for a concern, including its affiliates, to = be considered small). The DOE/AL intends to purchase following precise Li= ne Items: Item 1 -- One hundred seventy one (171) each Leupold Mark 4 CQ/T 1-3x14= mm Scope meeting all of the following specifications numbered (1) through (16): = (1) Certified for Military Use, (2) Weight: 17.5 oz. (w/o battery or mount)= , (3) Length (at zero diopter): 8.75 inches, (4) Finish: Matte, (5) Circle Do= t Reticle: (5a) Dot Size: 9 MOA at 1x, 3 MOA at 3x; (5b) Circle Size: Edg= e to edge, subtension of circle is 18 inches at 25 yards, or 6 feet at 100 y= ards at 3x. From the dot?s center to the circle?s edge, subtension is 6 feet a= t 200 yards at 3x; (5c) Circle Line: Width of the line creating the circle is= large enough to be easily visible, but thin enough so as not to obliterate an= 18 inch object at 500 yards at 3x, (6) Ocular Adjustment Range: -2.0 to +0.5, (= 7) Parallax Adjustment: Non-adjustable (factory set to 150 yards), (8) Parallax Adjustment Range: N/A, (9) Windage Dial Adjustment Increment: =BD-MOA, = (10) Elevation Dial Adjustment Increment: =BD-MOA, (11) Total Windage Adjust= ment Travel: 80-MOA minimum, (12) Total Elevation Adjustment Travel: 80-MOA minimum, (13) Magnification: 1x - 3x, (14) Field of View at 100 yards: 116.6 fee= t at 1x, 84.3 feet at 3x, (15) Field of View at 100 meters: 38.9 meters at 1x, 2= 8.1 meters at 3x, (16) Eye Relief: 2.8 inches (71mm) at 1x, 2.0 inches (51m= m) at 3x. Item 2 -- One hundred eight one (181) each ARMS #12 CQ/T Quick Detachab= le Mounts The desired delivery date and place is: The desired delivery date is Ju= ly 7, 2003 with delivery to the DOE/NNSA Office of Transportation Safeguards,= 4th Avenue, Building 1789, Barling, AR 72923. Delivery is FOB Destination.= . The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Only those Offerors who can furnish the items that= meets all the requirements specified herein will be considered. Award will be= made based on the lowest evaluated price. All Offerors will need to include = a completed copy of the provision at FAR 52.212-3, Offeror Representation= and Certification -- Commercial Items with the offer. The clause at 52.212-= 4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Imple= ment Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The following local clause applie= s to this acquisition: H-150 LOBBYING RESTRICTION (ENERGY & WATER DEVELOPMENT APPROPRIATIONS A= CT, 2001) (JUL 2001) The contractor or awardee agrees that none of the funds obligated on th= is award shall be expended, directly or indirectly, to influence congressional action on any legislation or appropriation matters pending before Congress, other= than to communicate to Members of Congress as described in 18 U.S.C. 1913.
