Description
NA The US Army CECOM, Project Manager Night Vision/Reconnaissance, Surveillance and Target Acquisition, Fort Belvoir VA is issuing a Sources Sought for Drivers Vision Enhancers (DVE) B-Kits. The Department of Defense has placed an increasing priority on expan ding the service's ability to operate vehicles more effectively during night and obscured battlefield conditions. The Driver's Vision Enhancer (DVE) family of devices improves the vehicle driver's performance envelope, respectively, over currently fielded systems. The DVE is an infrared imaging driver's device for combat (CV) and tactical wheeled vehicles (TWV) that is designed to enhance vehicle maneuverability during daylight, darkness, adverse weather, and dirty battlefield conditions. The DVE is comp rised of an A-kit (vehicle unique: brackets, wiring, etc.) and a B-kit (sensor and display package). The purpose of this program is to procure DVE B-Kits (sensor and display package). The DVE B-Kit consists of a uncooled, long wave, thermal imaging senso r and flat panel display package. The thermal imaging sensor can be one of two configurations, a Tactical Wheeled Vehicle configuration or a Combat Vehicle Configuration. The flat panel display package contains the electronic operational controls for the DVE system. The A-Kits will be furnished by the Government and integrated by the DVE B-Kit contractors for system level qualification testing. The DVE B-Kits must meet all the requirements set forth in the Statement of Work (SOW), interface control docu ments, and the applicable Performance Specification (MIL-PRF-49256A(CR)). It is the Government's intention to make two awards for this competitive acquisition, on a 60/40 split basis. The contracts awarded will be firm fixed-price four (4) year multi-years, each with one additional one (1) year option for a total period of fiv e (5) years (FY03 - FY07). The 60% award will be made to the best overall proposal that is determined to be the most beneficial to the Government. The 40% award will be made to the second best overall proposal. The Government reserves the right to award a single contract for the total requirements of the solicitation in the event that only one conforming offer is received. Anticipated total quantities for this contractual effort are as follows: TWV Base: 2,541, Options 10,846; CV Base 424, Options 5,83 0. It is the intention of the Government to procure the DVE A-Kits through a separate contract action. Information pertaining to the A-Kit acquisition will be available through the CBDNet and CECOM IBOP websites during the month of August 2003.
