Description
The Bureau of Reclamation, Grand Coulee Power Office, Grand Coulee WA, has a requirement for a portable electronic stator wedge tightness detector test instrument. Delivery is Bureau of Reclamation, WHSE B, Door 6, Ind. Area, Grand Coulee WA 99133. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR SubPart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The Request For Quotation (RFQ) is being issued as 03SQ170721 and quotes (including product specification literature and completed 52.212-3 Offeror Representations and Certifications-Commercial Items) are due June 17, 2003. The RFQ incorporates revisions and clauses in effect through FAC 2001-13. This is an un-restricted procurement. The Government anticipates award of a firm-fixed prices resulting from this RFQ on or about June 19, 2003. Following are the applicable provisions and contract clauses incorporated by reference: FAR 52.211-06 Dated August 1999 Brand Name or Equal, FAR 52.212-1 Dated October 2000 Instructions To Offerors-Commercial Items; FAR 52.212-2 Dated January 1999 Evaluation-Commercial Items amended as follows: The following factors shall be used to evaluate offers: a) item offered meets Government requirements and specifications, b) delivery date, c) price; FAR 52.212-3 Dated May 2001 Offeror Representations and Certifications-Commerical Items; FAR 52.212-4 Dated December 2001 Contract Terms and Conditions-Commercial Items; 52.212-5 Dated April 2003 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, paragraph b is edited to incorporate the following clauses: 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans, 52.222-19 Child Labor-Cooperation with Authorities and Remedies, 52.225-1 Buy American Act-Supplies, 52.225-13 Restriction on Certain Foreign Purchases, 52.232-34 Payment by Electronic Funds Transfer-Other that Central Contractor Registration. Effective October 1, 2003, a Contractor must be registered in the Central Contractor Registration System (CCR) at www.ccr.gov to recieve contracts and purchase orders from the Bureau of Reclamation. CLIN 0001: An electronic stator wedge tightness detector test instrument, equipped with operating, acquisiton and analytical software capable of performing wedge tightness evaluations. The test instrument should be suitable for use on generators of different construction and size. The test set is required to include a hand-held probe, 6 inch and 12 inch extension bars, calibration block, all necessary cables and a carrying case. The test instrument must meet the following criteria: 1. Ability to evaluate wedge tightness using the probe, 2. Compatible with Windows XP and be computer controlled using RS-232 communication protocol, 3. Maintain electronic data storage, 4. Acquisition software must provide different acquisition modes, 5. Analyzing software must provide a minimum of 5 catagories for classification of tested wedges and have the ability to compare a minimum of two test results, 6. Test results must be exportable to a spreadsheet application such as Excell or Lotus, and 7. Final analysis must have the capability to provide color maps showing the relative tightness of every wedge in the stator, one (1) each assembly, Adwel International Ltd, Model number WTD 501 or equal. WARRANTY period shall be no less than one year from date of Acceptance by the Government. DELIVERY DATE: Requested delivery, FOB Destination, no later than July 1, 2003. ALL OFFERORS MUST PROVIDE ENOUGH DETAIL ABOUT THEIR EQUIPMENT AND PRICE REASONABLENESS FOR ADEQUATE EVALUATION BY THE GOVERNMENT. QUOTES MAY BE SUBMITTED ELECTRONICALLY OR VIA FAX.
