- This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part l3, Simplified Acquisition Procedures. The U.S. Fish and Wildlife Service intends to issue a solicitation for the services of a contractor to provide all labor, equipment and supplies for the control of exotic vegetation which includes, but is not limited to, Melaleuca quinquenervia, Australian pine, Brazilian pepper, Bischofia, Java plum, earleaf acacia, and Old World climbing fern at A.R.M. Loxahatchee National Wildlife Refuge, (Water Conservation Area 1 ), Boynton Beach, FL. Past control methods include, but are not limited to, herbicides application and hand pulling of seedling. Contractor shall have valid and current licenses in aquatic and right-of-way categories issued by the State of Florida. Contractor shall have a minimum of three (3) years experience in treating aquatics and exotic species in wetland conditions in Florida. NAICS Code: 561730. Tentative Issue date is June 30, 2003. A firm fixed price order will be issued with a performance period of one year. Award date will be on or after August 7, 2003. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must register in EC at web site http://www.ccr.gov. If you have any registration questions, please call 1-888-227-2423. Prior to registering each company must obtain a Dun and Bradstreet number. You may obtain this number free of charge at (800) 333-0505. Once you are registered you will be able to view and quote on line at either http://www.fedbizopps.gov or http://ideasec.nbc.gov (the Department of Interior site). For questions at Interior's site, please call the help desk at (703) 390-6633. This will be your only means of obtaining the solicitation/award. All contractors with access to the Internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer nonresponsive and result in the rejection of same.
