- THIS SYNOPSIS SERVES AS AMENDMENT 0001, AND REPLACES THE COMBINED SYNOPSIS/SOLICITATION N00178-03-Q-1038, WHICH APPEARED IN FEDERAL BUSINESS OPPORTUNITIES ON 03 JUNE 2003. The Government intends to purchase on a sole source basis the following items as manufactured by Kenwood Communications Corporation, 2201 East Dominguex Street, Long Beach, CA 90801-5745 from Mid Atlantic Communications, 68A Cool Springs Rd, Fredericksburg, VA 22405. Kenwood's compatibility with existing base units, radio repeaters and antenna; and built-in Logic Trunked Radio (LTR) combined together makes the item uniquely qualified to meet the Government's requirement. Mid Atlantic Communications is currently the radio maintenance contractor for NSWCDD, and along with the Security Department, are the holders of the encryption license (codes). For security reasons only one contractor may have access to t he codes and programs. The requested items are as follows - A. 54 each Model TK-280 Portable VHF Portable Radios with stubby antenna #KRA-16M3, rapid charger #KSC-24, Ni-Cd rechargeable battery #KNB-17A and encryption board already installed; B. 54 each #KNB-17A batteries; C. 67 each Model TK-780 VHF Kenwood Base Station Radios with encryption boards installed and coded to match current encryption, power supply #ICT12012-11AX (Innovative Circuit Technology Ltd.), cable, antennas, and mounting case; D. 27 each KES-3 External Speakers. Both portable and mobile units must be able to operate in the frequency range from 138 to 162 megahertz. The portable and mobile units must have the SC20-400-12 basic fixed inversion scrambler which offers in clear mode using a modem controller, can be programmed O.T.A.R. (over the air re-programming) to change inversion frequencies, to stun the radio or to send emergency all call using flashcall format. The inversion boards must match current Master Code in use. Scrambler must be able to be upgraded to a higher level of security by the factory (such as code hopping). Encryption cards must be installed prior to delivery and must match Master Code currently in use. The successful bidder must be able to replace-repair inoperable equipment within 48 hours during the period of the commercial warranty. The contractor shall provide a copy of the terms and conditions of the warranty with the written quote. Authorized distributors of Kenwood Communications Corporation may quote on the above items for price competition. The North American Industry Classification System code is 334290 750 employees. This procurement shall be awarded on an ALL OR NONE BASIS. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN QUOTE AS ALL ITEMS ARE IDENTIFIED IN THIS ANNOUNCEMENT.
