Description

The Office of Management and Administration (OMA) of the Office of the Chief Financial Officer (OCFO) is soliciting qualified, interested firms and organizations to assist the Office of Budget and Planning (OBP) of the District of Columbia (hereafter ?District?) in the implementation of Phase III of Performance-Based Budgeting in the District. Beginning with the FY 2003 District budget process, the District started a multi-year transition to PBB. The OBP is leading the transition in conjunction with the Office of the City Administrator (OCA) and the Office of the Chief Financial Officer (OCFO). During the FY 2003 budget development process, seven large operating Agencies made the transition to PBB. During Phase II, 27 additional Agencies made the transition to PBB. These additional Agencies completed the PBB transition for all District Agencies that report to the Mayor. Generally, under the proposed Phase III implementation, the selected Contractor shall be responsible for the training of both the Agencies and the OBP staff, Agency assessments, facilitation services for business plan development, and project reporting and management. The OMA intends to award a twelve-calendar month contract resulting from this solicitation, with an option to extend the contract for three (3) twelve-calendar-month terms or fractions thereof for a total contract term not to exceed forty-eight (48) calendar months. The RFP shall be issued electronically but proposals must be submitted in hard copies. No faxed or electronic proposals shall be considered.
