Description
The U.S. Environmental Protection Agency (EPA) is seeking a con= tractor to provide quality assurance and site management for the Ultr= aviolet (UV) Radiation Monitoring Program. This network employs an i= nstrument known as the Brewer spectrophotometer. The Brewers measure= UV radiation, total column ozone, total column sulfur dioxide, optic= al density of the atmosphere, and provide measurements from which the= stratospheric ozone profile can be derived. This network is compris= ed of a variety of sites primarily located in U.S. National Parks and= urban areas in the U.S. Currently there are fourteen Brewers in ope= ration in U.S. National Parks; seven in urban areas, for a total of 2= 1 sites. The Brewer spectrophotometer operational configuration incl= udes a computer to collect the UV data and a telephone connection whi= ch facilitates data retrieval. A site operator is on duty at each si= te to perform routine duties related to=20 Brewer operation. The contractor must manage all aspects of the dail= y UV data retrieval from the network in order to obtain, in a timely = manner, a high capture rate of quality assured data. The contractor = must provide regular communication, guidance, and support to the site= operators involving daily operations, calibrations, and maintenance.= On a daily basis, UV data shall be retrieved by telephone from each= site, reduced/analyzed, subjected to a first-level of screening for = quality, corrected, and stored in a central data base. The EPA maint= ains a website, http://www.epa.gov/uvnet, that describes the network = and contains the corrected UV data from each site. The contractor sh= all provide quality assurance/quality control, field site support, an= d data validation and handling to this UV monitoring network consisti= ng of up to 21 Brewer spectrophotometers. The associated North Ameri= can Industry Classification System (NAICS) code is 541710 which has a= size standard of 500 employees to qualify as a=20 small business. We anticipate a full and open competition. EPA anti= cipates award of a fixed-price contract with a base period and two op= tion periods of 12 months each. It is anticipated that this solicit= ation will be issued on or around 7/18/03 and that proposals will be = due approximately 30 days after the RFP issuance date. The solicitat= ion, any amendments, Statement of Work, performance specifications, a= nd selection criteria will be available via the Internet at http://ww= w.epa.gov/oam/rtp_cmd/. The solicitation and amendments will be avai= lable via the Internet only. Diskettes and hard copies will not be a= vailable. Telephone and fax requests will not be honored. =09=09=09
