- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented for additional information included in this notice. This announcement constitutes the only solicitation; proposals and supporting information are being requested. Solicitation Number GS-07P-03-UAM-0017 is issued as a request for quote to provide all labor, tools, materials, supervision and equipment necessary to provide a Norshield Security Products, Level 8 Bullet Proof Guard Shack, Model Number NS7000, or approved equal, for the INS leased location at 4141 St. Augustine, Dallas, TX. This acquisition will result in a firm fixed price contract. The North American Industry Classification System (NAICS) is 332311; size standard is 500 employees. THIS ACQUISITION IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS. The complete requirements are available on this web page. Item Description. The prime requirement of this Statement of Work is the provision for and installation of: Norshield Security Products, Model NS7000 or approved equal, 6?x 8?, Class 1 anodized aluminum finish, bullet resistant and climate controlled guard booth. Complete booth, except the roof, is to be certified for UL Level 8. Additional glazing as required bringing booth to UL Level 8 Bullet Resistance. Glazing to be in accordance with UL Level 8, tested and certified, and glazing to be 38 inches high. Test reports are to be furnished. Non-rated roof to be standing seam, hip style, to a 2 foot rise with a 10 inch overhang. A stainless steel counter. The booth is to include one half-glazed door with hardware including hinge, closer, and lockset. The electrical requirement includes two overhead lights, two-four duplex outlets and one 125-amp distribution panel. All internal wiring is to be included. Duress/panic alarm ? wired to alert the facility?s primary guard station at the main entrance in case of an emergency, and climate control system ? split HVAC with wall-mounted heater. The offeror will provide an additional 2 pieces of UL Level 8 glazing, crated for onsite storage. Guard booth installation shall include: FOB destination pricing including delivery of the specified booth, leasing of all equipment necessary to deliver and sit booth in place. Primary conduit and electrical connection to existing power source is not required and will be completed by a separate contract. The contractor shall provide all qualified personnel and supervision necessary to complete all work. The contractor shall ensure all employees possess any required (current and valid) certifications and licenses. The contractor shall not employ persons for work on this contract if such employee is a potential threat to health, safety, or security. The contractor must ensure that each person employed for work on the contract will have a Social Security Card issued and approved by the U.S. Social Security Administration. Training. The contractor shall provide Texas Service Center Security personnel with sufficient training to allow TSC autonomous operation of installed security systems and equipment. Certification. Offerors must provide certification(s) to demonstrate UL Level 8 Bullet Resistance if offering an equal product. The certification must meet UL Level 8 Bullet Resistance that includes, but not limited to, a 5 shot, .762 NATO that meets or exceeds NIJ 0108.08 Level III. Location of Work is at the United States Department of Homeland Security (DHS), Bureau of Citizenship and Immigration Services (BCIS), Texas Service Center (TSC), 4141 N. St. Augustine Road, Dallas, TX, 75227. Liability. The contractor shall be responsible for any damage to the building resulting from performance of the specified work. Inspection. The contractor shall request an inspection of the work upon completion of the project. Warranty. The contractor shall agree that the supplies/services furnished under this agreement shall be covered by the most favorable commercial warranties that the contractor gives to any private/commercial customer for such services/supplies and that the rights and remedies provided therein are in addition to, and does not limit, any rights afforded to the Government by any other clause of this purchase order. All components shall be Y2K compliant and must comply with all local, state, and federal fire codes. The provisions at FAR 52.212-2, Evaluation of Commercial Items (Jan 1999) [provision fill-ins are: (a) technical capability of the item offered to meet the Government requirement, and price; and, technical is significantly more important than cost or price]. Quotes and supporting information are to be mailed to the attention of Grant Furulie at the address below. The Government will award a contract resulting from this solicitation to the responsive and responsible offeror whose offer conforms to the solicitation. Proposals will be evaluated for price, technical capability, and overall value to the Government. Offerors are required to review and SUBMIT ALL SUPPORTING DOCUMENTATION required by FAR 52.212-1 and GSAR 552.237-70. Offerors who do not submit the required information will be considered non-responsive and will not be considered for an award. The Government reserves the right to award to other than the low bidder. Offers are due by June 19, 2003, by 3:00 PM local time. Simplified acquisition procedures will be utilized.
