Description
NA This is a combined synopsis/solicitation for training services as described in the Scope of Work. This announcement constitutes the only solicitation; proposals are being requested. Scope of Work: FOR HAZARDOUS WASTE OPERATIONS AND EMERGENCY RESPONSE (H AZWOPER)TRAINING COURSES SW1 Location of Work: Reserve Center, Building 351, room 200, Anacostia Naval Station, Washington, DC 20315 SW2 Principle of Work: The Contractor shall provide one 16-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Refresher Training Course and one 40-Hour HAZWOPER Training Course. The training must be in accordance with federal, state and lo cal laws and regulations. This training targets the DC National Guard Operation and Maintenance personnel at Anacostia Naval Station and Carpenter Shop employees at DC Armory. The class size will be a nominal of 20 students for both training courses. SW3 SPECIFICATIONS: SW3.1 The Contractor will provide 16-Hour HAZWOPER Refresher Training at Anacostia Naval Station as described below: SW3.1.1. This course will re-enforce the need for a team effort to carry out the immediate response actions required by the RED PLAN portion of the DCARNG Spill Prevention Control Countermeasures (SPCC) Plan. Training will include o ne 8-hour Chemical Spill Response Training Course. Training includes classroom, hands-on instruction with spill response equipment and spill response exercises. Portions of the course are to be conducted in the maintenance shop, requiring students to bec ome proficient in incorporating the best management practices (BMPs) for spill prevention and spill response. This portion of the course will include: (a) Applicable Federal, State and local regulations Overview (b) Navy policy and responsibilities (c) Spill contingency plans (d) Spill equipment identification and inspection (e) Spill response strategies and techniques for containment, and recovery (f) Simulated spill response drills (g) Chemistry and Toxicology (h) HAZCOM and Material Safety Data Sheets (i) Respiratory Protection (j) Fire Extinguisher Training (k) Personal Protective Equipment (l) Drum Handling (m) Engineering Controls and Equipment (n) Site Health and Safety Plan (o) Minimizing Materials Characterization (p) Medical Surveillance SW3.2.1 The contractor will provide one 40-Hour HAZWOPER training Course. The HAZWOPER training includes classroom and hands-on instruction, as well as best management practices for managing hazardous chemical and waste. Portions of the course are to be conducted in the maintenance shop, requiring students to become pro ficient in incorporating the best management practices (BMPs) for spill prevention and spill response. The contractor will conduct the following tasks and exercises with students: (a) Regulatory Overview (b) Identifying and Characterizing Hazardous Waste (c) Chemical Management Procedures (d) Properties of Hazardous Waste Chemicals (e) Standards for Hazardous Waste Generators (f) Emergency Response (g) Physically inspect each waste accumulation area, including satellite accumulation points, for compliance with best management practices and/or standard operating procedures. (h) Hazardous Chemical Compatibility (i) Inventory of Hazardous Chemical Storage Buildings and Rooms (j) Hazardous Waste Shelf-Life (k) Inventory available MSDS (l) Best Compliance Management Practices SW3.3.1 . The contractor will ensure the quantitative and qualitative efficiency of the material used during instruction, ensuring each student develops the desired level of proficiency for the applicable course. A final exam will be administered to eac h student. Upon receiving a passing grade on the exam, each student is presented with the a qualification card and a c ompletion of course certificate. SW4 CONTRACTOR EQUIPMENT AND MATERIAL: The contractor will supply all necessary training materials and supplies for classroom lectures and demonstrations. The contractor will be responsible for removing all equipment and materials upon completion of wor k. SW5 CONTRACTOR QUALIFICATIONS: The Contractor will have, at minimum, a Bachelor’s degree in one of the following disciplines: (1) chemistry, (2) environmental engineering, (3) chemical engineering, (4) environmental studies or other related physical and biological sciences; plus five (5) years experience in administering, managing and participating as lead Instructor in training programs that involve the preparation and teaching of the Hazardous Waste Operations and Emergency Response Training as des cribed in this SOW. The contractor will be responsible for furnishing, maintaining, and directing a work force that is capable of effectively performing the training courses.
