- This modification incorporates FAR 52.219-14, "LIMITATIONS ON SUBCONTRACTING (DEC 1996)" into the SOLICITATION/SYNOPSIS. Offerors intending to subcontract must do so in accordance with 13 CFR 124.513 and 13 CFR 124.520. (CFR=Code of Federal Regulations). The following information is posted in response to questions regarding Federal Emergency Management Agency RFP No. EMW-2003-RP-0025. Question: ?..is it mandatory to bid for every language combination in the Performance Work Statement or can we select some of the languages and bid for those?? Answer: The languages listed in Appendix A of the Performance Work Statement are those languages that FEMA has previously encountered in the past. The number of languages an Offeror can translate will be evaluated under No. 2, ?Technical Capabilities,? of the Technical and Past Performance Evaluation Factors. Therefore, the number of languages an offeror can translate will effect the technical rating. Question: ?Will this be awarded to more than one respondent?? Answer: The Government will award one contract ?resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered (Synopsis/Solicitation (ix)).? Question: ?What is you(r) position on 8(a) firms teamed with others to respond to this solicitation?? Answer: See this modification to the synopsis/solicitation (above) for details. Question: ?Will DHA/FEMA provide all the 800 line connectivity to vendors?? Answer: ?The contractor shall maintain adequate telecommunications systems capable of meeting the proposed FEMA call volumes. This presupposes the availability of dedicated T-1 lines serving the call centers established for this purpose? (PWS 3.4).? ?The contractor shall provide sufficient lines?(PWS 3.1).? Question: How will the agency distinguish dialects and languages to forward to vendors?? Answer: ?If an agent services a caller who speaks a language that the agent is not directly capable of understanding, the agent must have immediate access to an interpretation support service (Synopsis/Solicitation).? If the agent does not understand the language of the caller, contractor services will be required.
