- Description
- This is a notice of intent to award a sole source simplified acquisition under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) to American University/Office of Sponsored Programs (AU). This acquisition is for continuing work for the National Institute of Standards and Technology (NIST), Engineering Metrology Group (EMG) to program and document the new Measurement Data Collection System developed by NIST with AU. This project is focused on obtaining detailed information on the small-scale sub-pixel sensitivity of each camera pixel to incoming light using electronics and software for the programming of the Measurement Data Collection System. The Contractor shall interface the designated windows based PC (EWG)computer containing the video boards to a variety of video cameras; interface the computer system to the DEC based server that controls the NIST M48 Coordinate Measuring Machine; and develop a specialized program to implement the NIST Grid Plate Calibration System. American University has worked on a number of subtasks during the last year, which produced a workable system. AU wrote the existing code, which is very specialized for NIST?s unique needs. AU also understands and has worked under the verification demands and strict measurement assurance program used for systems that are used for measurements at the National Laboratory level. Interested concerns may identify their interest and submit written capability statement that demonstrates, in narrative format, detailed information addressing their ability to meet the requirement and objectives as described in this synopsis. This notice of intent is not a request for competitive proposals. No Request For Quote (solicitation) document is available; therefore, requests for such a document will be considered invalid responses. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with award to American University, Office of Sponsored Programs.
