- The purpose of this modification to the previous notice is to incorporate Questions & Answers to this RFQ as follows; Questions & Answers -Reference No. 03-856-4202 1). The above synopsis posted on June 9, 2003 states that for safety, NIST requires that Underwriters Laboratories, Inc. must certify the equipment. This unit is a custom made unit to NIST specs. The cost of getting UL approval on this type of unit could exceed the cost of the unit itself. Most UL approvals are for mass produced products so the cost can be spread out over a large number of pieces. In our long history of fabricating wet process equipment for the semiconductor industry this requirement has never been requested. We use UL approved components whenever possible. Has NIST required this certification and received it on similar pieces of equipment in the past? We look forward to your reply. Answer: It would be sufficient to amend the safety statement to say that NIST requires that the fume hood with acid workbench shall be made from UL-approved components. Since the requirement shall be made from a number of UL-approved components, NIST does not expect Contractors to get UL certification for the entire system. All other information remains the same. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 333411 with a small business size standard of 500 employees. All interested offerors may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for a fume hood with acid workbench. The purpose for the wet processing station is to provide a safe and clean work environment for substrate cleaning and etching of substrates used for neutron reflectivity experiments on biological membrane systems and to serve as a clean work environment for sample assembly before measurements are made. NIST requires detailed engineering drawings for approval by the Technical Contact, which shall be due 14-21 days after contract award. Assembled and ready- to-use fume hood with acid workbench with all components shall be delivered within 84 days after the order is placed. Installation instructions and operational manual(s) for the hood and all components, as applicable, shall also be due at time of delivery*** All interested parties are invited to submit a quote for the following line item: LINE ITEM 0001: Quantity one (1) each -Fume Hood with Acid Workbench with the following required specifications: a) General Requirements: Shall provide a safe and clean work environment for substrate cleaning; (1) Shall have separate areas for cleaning of substrate with acids; one bath for piranha etch and another one for hydrofluoric acid; (2) The acid shall drain to separate acid resistant carboys, which NIST can remove for neutralization or dispose as waste;(3) Shall also provide a laminar flow bench top for preparation of samples; these biological samples require preparation in very clean environments; (4) the working area shall have spray guns for water and nitrogen and a sink; (5) Because the space available for the wet station is limited, the station and the required equipment shall fit in a specified area; b) Equipment Requirements: the cabinet for the wet processing station shall have an instrument panel where staff and users can see and control the power, light, static pressure exhaust meter and power fuse. (1) exhaust shall be ducted through an approximate 10" D flange positioned at the top of the cabinet; (2) the wet processing station shall be able to change from exhaust to laminar flow; When users and staff are working with acids they shall use the exhaust; (3) for sample preparation, NIST staff shall need to switch to laminar flow to ensure a very clean environment; (4) the temperature bath shall be 99.9% contaminant-free and acid resistant;(5) the temperature heating element shall provide even heat; (6) because the bath shall be used at different temperatures with acids it shall be built with a flame retardant material that shall minimize damage and extend the life of the bath; (7) dump rinser shall be used for the rinsing of the substrates with deionized(DI)water; (8) rinser shall be able to drain to either a carboy or the main drain which is needed because liquids can not be drained to the main drain if the pH is outside the range of pH6-pH8; (9) a diverter valve shall allow control of the waste flow to either the main drain or the carboy for neutralization; (10) rinser shall provide connections for DI water and nitrogen; (11) DI water and nitrogen are used for final sample cleaning, and shall be made of materials that are contaminant-free to ensure a clean sample environment; (12) for the hydrofluoric acid (HF) cleaning, NIST shall need a bath that is specifically resistant to 30% HF. (13) the sample shall drain into a carboy separate from the other acid waste; (14) Require that HF shall be always treated separate from other acids or chemicals; (15) bath shall be connected to the carboy by a gravity drain system; (c) Other equipment: Plenum flush, Filter blower, Carboys, Nitrogen Spray Gun, DI water spray gun, Gooseneck connected to DI water, Sink for regular use, Turnkey Charge, and Control panels; (d) Physical Requirements: (1)the cabinet of the wet processing station shall fit in a maximum area of 85"W x 74"H x 45"D; (2) the working surface shall be at least 75"W x 25"D and no smaller than 70"W x 20"D; (3) the preferred dimensions for the cabinet shall be 84"W x 72"H x 43"D and for the working surface shall be 72"W x 24"D; (4) the material of construction shall be acid resistant and at least ?" thick. The material of preference is polypropylene. The material of preference for the exterior of the cabinet is PVDF. (5) the filter blower shall be appropriate to fit the wet processing cabinet. The electric requirement is 115VAC, 60 Hz; (6) the dump rinser shall be no bigger than 15"W x 15"H x 20"D, the preferred dimensions are 10" x 12" x 17". The material of preference is polypropylene. The electric requirement is: 105/125Vac, 50/60Hz. (7) the bath for Hydrofluoric acid shall be smaller than 10" x 10", 10"D and bigger than 6" x 6", 6"D, the preferred dimensions are 8" x 8", 10"D, and shall be made of acid resistant material. The material of preference is polypropylene; (8) the sink for general use in the fume hood shall be a minimum of 20" x 20", 12"D and the material of preference is polypropylene; (9) Plenum flush shall be able to wash the entire working surface. The material of preference for all the pluming is PVC; (10) gooseneck and Spray Guns shall be similar to the ones that are in NIST/NCNR laboratory. The gooseneck shall have a 180? return bend threaded at both ends and the material of preference is PVC. The nitrogen spray gun must handle a maximum pressure of 75 PSIG and the material of preference is PTFE and polyethylene; (e) Safety Requirements: For safety, NIST requires that the Underwriters Laboratories, Inc. (UL) has certified the equipment. Please see website herein for guidance on OHSHA regulatory requirements http://www-i.nist.gov/admin/ohsd/hshsi2h.htm; (1) the wet station shall be tested by NIST personnel and it shall pass all their requirements as stated in the requirements listed in this combined synopsis/solicitation. (2) filter blower shall be 99.99% efficient and NIST prefers that the blower have two filters to ensure minimum particles in the working area. (3) the temperature bath shall be made of flame-retardant material and shall have a cover; (4) the dump rinser shall have a control for the alarm, drain valve, and the spray nozzle; (5) the membrane keypad shall be acid resistant and have an access security code. This feature shall make the rinser safer and user friendly; (6) NIST requires that the rinser shall have a cover, and the dump rinser shall come with a resistivity kit to measure the ionization of the water in the rinser; (7) the temperature bath and the dump rinser shall be connected to a 10-gallon carboy made of acid resistant material. The acid that goes to this carboy shall be neutralized; (8) the bath for Hydrofluoric acid shall have a cover to prevent escape of fumes and shall drain to its own 5-gallon carboy. The carboy shall be resistant to HF solution; (9) both carboys shall have check valves to seal each connector when the fittings are disconnected to prevent leaks and spills. Each carboy shall have a sight glass and be mounted on casters for easy replacement; (10) the wet station/laminar flow bench shall have a plenum flush that shall have at least 3 nozzles that shall spray water to clean the area; (f) Other Requirements: Operational manual describing all features, operation and maintenance; (1) Full 1-year on-site service warranty including: all parts and labor; (2) Installation and on-site review of wet station components and how to operate the equipment safely; (3) Technical support via telephone or email with response time of less than 48 hours.*** DELIVERY SHALL BE FOB DESTINATION. Delivery is required within 84 days after receipt of order. *** The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Contractor's prior experience 3) Contractor's service and support 4) Past Performance 5) Price. Technical and Past Performance, when combined, are more important than price. *** Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the make and model of the product, manufacturer sales literature or other product literature which clearly documents that the offered product meets or exceeds the specifications stated above. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information provided by NIST and its affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor.
