- The U.S. Department of Housing & Urban Development intends to procure Management & Marketing services to successfully manage and market those Single Family (1-4 units) properties owned by or in the custody of the Department. Required services include successful oversight of the sales closing activities, which consist of proper accounting of sale proceeds to HUD, and review of lender claims for insurance benefits to ensure HUD's interests are protected. The Department anticipates awarding multiple performance based statement of work contracts. Selected contractor(s) will provide M&M services for single-family properties in the Department's inventory under the jurisdiction of the Philadelphia, Atlanta, Denver, and Santa Ana Homeownership Centers (HOCs). Questions or comments on the draft sections of the RFP should be submitted to Desiree_E._Sylver-Foust@HUD.GOV no later than June 23, 2003. In accordance with FAR 15.201, this DRAFT RFP is an "exchange with industry before receipt of proposals" and there is no requirement to respond to questions or comments. Therefore, the HUD may choose to answer the questions received from the Draft; however, there is no duty to do so. However, the Department may, in certain situations, amend the Draft RFP based on feedback provided by the public. The final RFP will be released on or about July 14, 2003. The closing date for the receipt of offers will be on or about August 12, 2003. The anticipated period of performance is one (1) base year with four (4) one-year options. The North American Industry Classification System Code (NAICS) is 531110 with a small business size standard of $6 million. Offerors are encouraged to review the DRAFT solicitation carefully for information on the geographic areas that allow for unrestricted, small business set-aside, hubzone set-aside and cascading. The RFP will also provide instructions on cascading award procedures for designated geographical areas. The Final RFP will be released electronically. No hard copies will be mailed.
