Description
1. Background (Notice: Potential offerors are encouraged to contact the Contracting Officer if you wish to obtain a formatted version of the SOW.) The General Services Administration (GSA) Federal Technology Service (FTS) provides Information Technology (Smart Government) and Network Services (Connected Government) solutions to Government agencies. The FTS should use viable plans, standard operating procedures, and project management methodologies to accomplish its mission. For FTS to achieve organizational world-class Project Management, the FTS Office of the CIO (TH) has initiated training in the theory and practice of formal project management best practices, in accordance with the PM Body of Knowledge (PMBOK). Through implementation of a comprehensive Project Management (PM) structure for TH associates and selected major system project management staff, TH will leverage the skills necessary to best use its time, associates, and funding to accomplish the FTS? mission. The FTS Office of the CIO will extend this PM training assessment and evaluation to include FTS associates involved in managing projects, nationwide. 2. Reference(s) and Sources of Information The following references from existing GSA, Government-wide and Industry standard documents apply. 2.1 The FTS System Development Life Cycle and Configuration Management Guidance Document. 2.2 FTS system inventories, including the ITIPS database, and IT architecture information. 2.3 The 2002 FTS Continuity of Operation Plan (COOP), and related documentation. 2.4 OMB Circular A-130 and other applicable Government-wide Federal standards. 2.5 A Guide to the Project Management Body of Knowledge (PMBOK? Guide) ? 2000 Ed., published by the Project Management Institute. 2.6 FTS Office of the CIO individual Position Descriptions, Performance Plans, and Individual Development Plans (Individual employees will supply and retain the IDPs) 3. Purpose and Objectives 3.1 FTS requires technical support services to evaluate alternative technical approaches, recommend an optimal approach, and develop a strategy to implement effective Project Management in accordance with PMBOK best practice. 3.2 The industry partner shall assist TH in defining and implementing a comprehensive tactical strategy to transition TH planning, development, and operational activities from their current state to mature PMBOK-compliant processes. TH expects to begin recognizing tangible benefits in fiscal year 2003, ending September 30, 2003, and in the planning and execution of future years? budget and capital planning processes. 4. Scope The scope of this task encompasses all activities required to define a tactical plan for transition to effective PMBOK best practices throughout FTS, nationwide. The scope also includes guided implementation of the tactical plan. 5. Tasks? Project Management Maturity Program Planning and Design The industry partner shall provide a Subject Matter Expert (SME) to design a program plan that will identify the current FTS Project Management Maturity (PMM) level and take FTS to the next level. The industry partner?s program plan shall include all activities required to provide full technical support for IT projects as needed and requested by FTS. The industry partner shall include but not limit the technical support plan to an audit of current Project Management (PM) support in the FTS 3GS program and an audit of PM office skills. The ?Roadmap? for FTS? PMM initiatives shall incorporate the completed proficiency assessments provided for the FTS associates. The program plan shall include an implementation strategy and milestones to sequence the development and deployment of the organizational and individual dimensions, to optimize effectiveness and ensure a successful PMM process. The industry partner shall also define quantitative critical success measures (metrics) to determine the extent to which (1) a PM, individually, and (2) the group of FTS PM trainees have successfully implemented the PM training. 5.1. The program plan shall include the following elements. Organizational PMM ?Roadmap? dimensions to include: PMM Assessment Process Project Management Standards Process Project Management Software Project Management Individual Capability Maturity Program Project Management Office Individual PMM ?Roadmap? dimensions to include: Project Management Concepts and Techniques Mentoring, Coaching, and Training Project Management Standard Process Application Project Management Software Application Project Management Individual Capability Maturity Level 5.2 Industry partner shall deliver the strategic milestone plan and critical success measures/metrics for implementation of the organizational and individual project management maturity ?Roadmap.? 5.3 Industry partner shall deliver the schedules for: The PM Maturity program implementation, the methodology integration in FTS, and the technical support. 5.4 Industry partner shall deliver recommendations for edits to FTS Office of the CIO individual Position Descriptions, Performance Plans, and Individual Development Plans to make language in these documents consistent with related PMBOK language. The industry partner shall also deliver recommendations for PMBOK based qualifications of Project Managers of major FTS IT projects, focusing on the FTS 3GS project, but applicable for future FTS major IT projects. 5.5 OPTIONAL ? Progress Reviews. FTS may exercise this option up to 3 times, at the conclusion of the first three PM classes, and/or at the conclusion of the first five PM classes, and/or at the conclusion of all seven PM classes. At FTS? exercise of this option, the industry partner shall evaluate/audit the progress of PM Maturity of the 33 named individuals in the FTS PM certification program, based on training classes taken to date. In addition, the industry partner shall evaluate/audit the progress of PM Maturity of the FTS PM program, based on the training classes taken to date. The industry partner shall use the evaluation/audit metrics developed as part of the principal task and agreed to by the FTS. Finally, the industry partner shall develop recommendations for FTS? correction of any individual and/or overall program deficiencies. 5.6 OPTIONAL ? Mentoring, Coaching, and Training. FTS may exercise this option as needed. The industry partner shall provide 80 business hours of PM candidate (single and/or group) mentoring, coaching, and/or training to improve PM knowledge, skills, and abilities. FTS will identify the individual PM candidates involved in the task at the time the Government exercises this task. The task will end when the industry partner has completed 80 business hours of effort. 6. Deliverables: Deliverables for this contract include such reports, analysis, schedules and other supporting documentation as specified in the description of this task, at a frequency agreed to mutually between the FTS and the industry partner, and as reflects industry-wide best practices, depending on the individual nature and scope of each project and/or program concerned. 6.1. Deliverable/Delivery Schedule For each deliverable, the industry partner shall provide one (1) hard copy and one (1) electronic version of the deliverable (for those deliverables consisting of documents) to the FTS Task Manager, unless otherwise indicated. The industry partner shall format and prepare all deliverables submitted under this contract using Microsoft Office Professional software products. If the industry partner uses other software for the preparation of these plans and reports, the industry partner shall bear the responsibility for converting the documents to Microsoft Office readable products. The Government bases deliverable due dates in the table(s) below on business days. The Government will forward comments on deliverables to the industry partner within ten (10) business days of receipt by the GSA/FTS. Client Acceptance Period The Government requires ten (10) business days to complete a review of each deliverable to either accept or reject the deliverable in writing. If the Government fails to complete the review within this period, the deliverable will become acceptable on an interim basis for payment only. If the Government discovers deficiencies after this period, the Government will provide, in writing, a description of all discrepancies, which the industry partner shall correct. The industry partner shall correct deliverables and submit them to the Government within ten (10) business days of receiving them, at no additional cost to the Government. 8. Status Reports and Meetings 8.1 Status Reports: The industry partner shall provide written status reports at the end of every calendar month, unless otherwise changed by the FTS. These reports shall include information on project status in relation to the deliverable schedule established in the table in section 6. In these reports, the industry partner shall also provide information on costs incurred to date, broken out by the tasks listed on the table in Section 6. 8.2 Meetings: The industry partner shall anticipate coordination activities to support regular scheduled meetings and information interview sessions throughout the course of this contract and tasks. GSA anticipates periodic status meetings, consisting of verbal In Process Reviews (IPRs), to be held at FTS Headquarters, at 10304 Eaton Place, Fairfax, Virginia 22030 that shall require industry partner participation. 9. Personnel The industry partner shall provide personnel with the necessary level of expertise to support the task activities. Personnel identified as SMEs should possess, at a minimum: 9.1 Five years experience, at a similar level of responsibility, in Project Management on projects/programs of similar or greater size and scope to the FTS projects/programs they will work on. 9.2 Certification as a Project Management Professional (PMP) by the Project Management Institute. The industry partner shall provide a single point of contact who shall serve as the program manager for the life of the project. 10. Place of Performance The industry partner shall plan to perform all work under this task order at industry partner sponsored locations and at various Federal facilities throughout the continental US, with a large part of the work performed at FTS Headquarters facilities located at 10304 Eaton Place, Fairfax, VA 22030. 11. Travel The Government anticipates travel outside the metropolitan Washington DC/Northern Virginia area. If necessary to ensure the success of this project, the industry partner shall submit a travel plan, including specific objectives of the travel, all destinations, durations, and total estimated cost of travel. If the Government agrees, the Government will modify this task order to include specific travel destinations and durations. Federal Travel Regulations and per diem shall apply to the extent that the business qualifies to use them. Otherwise, economical and reasonable commercial rates shall apply. The Government will not reimburse the industry partner for travel and per diem expenses associated with assignment to the FTS Headquarters at 10304 Eaton Place, Fairfax, VA, 22030, or a 50-mile radius of the industry partner?s Washington DC metro area office. 12. Conflict of Interest Within Task Order FTS will neither entertain proposals from vendors nor award a task order to vendors who a. Currently provide Project Management training for FTS Office of the CIO, and/or b. Currently manage FTS projects or participate in the management of FTS Office of the CIO projects. 13. Period of Performance The period of performance will end March 8, 2005. 14 Evaluation and Award Criteria The Government will award a contract(s) resulting from this solicitation to the responsible offeror(s) whose offer(s) conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Personnel, technical and past performance, when combined, are more important than price. Awards will be evaluated on the following criteria, which are listed in descending order of importance: 1. Personnel 2. Technical Approach 3. Past Performance 4. Price Each task shall be independently evaluated. Offerors may provide proposals for one or more tasks. The Government has a preference for multiple awards. These procedures are used instead of FAR 52.212-2 ? Evaluation ? Commercial Items. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). 15. Federal Acquisition Regulations This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation with not be issued. This solicitation, number TQN3-PLB-03-0004, is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 14 effective 5/22/03. The applicable NAICS code is 541611 ? Professional Services. This solicitation carries the following clauses by reference: 52.212-1 ? Instructions to Offerors; 52.212-3 ? Offeror Representations and Certifications ?
