Description
NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from th e internet after solicitation issuance. Paper copies of this solicitation will not be available. Description of Work: This is a single phase design-build project. Design and construct an Army chapel (600 seat capacity and approximately 20,000 SF), and a religious education facility (approximately 10,000 SF). Supporting facilities to be designed and constructed include: utility connections; electric service; exterior lighting; fire protection and alarm systems; covered front and rear entrance drop-off and pickup areas; paving; sidewalks; curbs and gutters; new parking and refurbishment of existing parking spaces; storm drainage; retaining walls; information systems; and site improvements. Connection to the existing energy monitoring and control system (EMCS) is required. Anti-terrorism/force protection standards will be incorporated into the design and construction of this project. These measures include resistance to progressive collapse, laminated glass on all windows, canalizing berms, decorative r etaining walls, and establishment of no parking areas along adjacent streets. Access for the handicapped will be provided. Heating and air conditioning (approximately 200 tons) will be provided by self-contained systems. Comprehensive interior design of appropriate religious and administrative furnishings is required and will be installed as part of the completed construction. Procurement will be through a single phase Request for Proposal. The evaluation factors are listed in descending order of impor tance. Price is equal in importance to the technical factors. Factor 1: Building Function and Aesthetics; Factor 2: Offeror Past Performance; Factor 3: Technical Approach Narrative; Factor 4: Corporate Relevant Specialized Experience; Factor 5: Offe ror Sustainable Design Experience; Factor 6: Furnishings; Factor 7: Site Design; Factor 8: Building Systems; Factor 9: Project Management Plans and Schedules. The estimated cost of the project is between $5,000,000.00 to $10,000,000.00. Network Analy sis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or abo ut June 25, 2003 on the internet at http://ebs.sas.usace.army.mil/ . Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
