Description
The Naval Air Warfare Center, Aircraft Division Lakehurst, intends to issue a Request for Proposals (RFP)for Commercial Off the Shelf (COTS) ultra high-pressure water jet surface preparation equipment. The surface preparation system shall serve to remove corrosion, paint, epoxies, and other coatings from decks, hulls, and other ship surfaces. The system will use up to 40,000-psi ultra-high pressure water blast to perform its function and will include a trailer mounted diesel pumping unit, surface crawler, handheld surface removal tool, floor/grate cleaner, trailer mounted vacuum evacuation system, and rotating hand-held cleaning lances. Some surfaces may be inaccessible to personnel (i.e. vertical ship hulls). It is therefore critical that the crawler unit be able to move independently, with operator controlling from a remote location, both vertically and horizontally without breaking contact with the surface. The system must be designed to be environmentally compliant and reduce the time and effort over that which is currently required for this task. The unit shall be designed for simplicity of operation and safety for operating personnel and shall permit easy access to components for normal maintenance and servicing. The system shall be supplied complete with the necessary accessories to make it fully functional for its intended purpose and ready for operation after installation. This shall include all pumps, tanks, hoses, interconnecting piping/fittings, and control boxes as required. Vendor Installation, start-up, training, operating and system commercial manuals, and provisioning documentation will also be required as part of the contract. The contract will also have provisions for one option quantity. Packaging and Marking for shipping shall be in accordance with best commercial practices and all quantities shall be delivered to NAS Mayport, FL via FOB Destination. This requirement shall be fulfilled by supplying "commercial items" as defined in Section 2.101 of the Federal Acquisition Regulation. Estimated delivery time is 90 days after date of contract.
