- Professional, Engineering, and Business Management Services, in support of the Naval Undersea Warfare Center, Keyport, WA, provides for services in the following (7) functional areas of operation: (1) ADMINISTRATIVE SUPPORT: (a) Technical Data Collection, Preparation, Maintenance and Control. Collect, organize, identify, catalogue, distribute, issue, retrieve, reduce, update, manifest, scan, store, archive, purge, reproduce, maintain, and/or develop technical data or documentation. (b) Publications, Presentations and Production Services. Research, develop, prepare, update, revise or convert, and provide publications, presentations, and editing and production services. May include brochures, CD ROMs, videos, charts, graphics, photos, storyboards, wall signs, overviews, visual training aids, visual displays, exhibits, etc. Advanced automation techniques and equipment may be used in generation, storage, retrieval, and revision. (2) TECHNICAL INSTRUCTION AND PROCEDURES: Develop, update and/or revise, and present technical instruction or instructional materials relating to program specific projects or processes. Plan, design, build, evaluate, and maintain technical instructions or instructional materials, manuals, information booklets, guidelines, desk guides, operations and maintenance procedures, standard operating procedures, and work statements. (3) RESEARCH AND ANALYSIS SUPPORT: (a) Technical Analysis, Studies and Reports. Using state-of-the-art PC-based project management software and automation techniques, conduct studies and assessments, perform research or analysis, and provide reports, recommendations, proposals and/or related documentation. Define requirements and develop concepts, plans, methods, layouts, flow charts, proposals, or procedures. Compile and summarize findings and compliance evaluations. (b) Knowledge Management Support. Apply Knowledge Management (KM) to strategic planning and other business needs. Using knowledge engineering and knowledge assurance, define requirements, re-engineer processes, design, and implement knowledge-based solutions. (4) FOREIGN MILITARY SALES SUPPORT: Collect, review, and evaluate information. Conduct studies, provide reports, and perform data research and engineering analysis relating to U.S. or foreign undersea warfare hardware in support of Foreign Military Sales functions. (5) INFORMATION TECHNOLOGY SUPPORT: (a) System/Software Development and Documentation. Design, develop, test, integrate, modify, document, or implement technical, tactical, management or logistics systems, software or databases. Develop and prepare plans, system decision papers, system or hardware specifications, requirements, functional descriptions, POA&Ms, user documentation, and operational procedures. Perform computer programming; web page development; software modeling, simulation, and testing; tactical software life-cycle maintenance; system architecture design and analysis; computer system assessment; algorithm, utility, or diagnostics development. (b) System Operation and Maintenance. Operate or maintain technical, management, logistics systems, software, or internet/intranet web pages. Administer the system; prepare or modify related procedures or user manuals; provide user assistance or training. Provide analysis, perform upgrades, and collect, identify, validate, and update related data; distribute system-generated reports. (6) TECHNICAL AND ENGINEERING SUPPORT: (a) Configuration Management and Drafting. Provide configuration management and drafting support. May require the use of CALS (Continuous Acquisition and Life-cycle support) compliant digital technology systems; CAD (Computer Aided Design)/GIS (Geographic Information System)/GPS (Global Positioning System) for facilities. Conduct hardware audits; monitor operations; perform engineering evaluations; document existing circuits or systems into schematics or wiring lists; develop documentation by performing reverse engineering on existing circuits or systems; provide recommended dispositions; prepare hardware modification procedures; prepare or revise engineering drawings, technical documents, or related procedures; prepare and maintain configuration baselines; prepare or process waivers, deviations, change proposals such as ECPs, NORs, DRs, TMIS forms, QDRs, ACNs, SHIPALTS, ORDALTs, MDCAPs, etc. (b) Process Engineering Support. Provide process-engineering support for engineering, planning, or expediting associated with manufacturing, refurbishment, repair, or materials acquisition activities. Review drawings, prepare bills of materials, quality assurance documents, and technical acquisition packages, perform assessments and make recommendations to solve technical problems. (7) TESTING, HARDWARE, ASSEMBLY/DISASSEMBLY SUPPORT: (a) Operational Test Support. Provide operational test supporting fleet exercises, systems command test programs, other USW tests or operations, and/or shop, range, or underwater tests. Develop plans and prepare related procedures; prepare and operate test support systems or data gathering systems; perform site surveys; support tests; provide data packages; collect, organize, process, analyze, validate, and/or summarize test data and provide results or reports for tests supported under this contract. (b) Assembly/Disassembly, Testing, Modification and Installation. Prepare, stage, assemble/set-up, modify, install, and test equipment/facilities, components, assemblies, subassemblies or kits, including any integral software. Assemble kits, components, material or equipment to proof the concept or design prior to finalizing configuration. Schedule, plan, and perform installation or modification and any related tests. Conduct tests, evaluate results, and prepare or revise related procedures, plans or drawings involving environmental surveillance, pre-production, periodic, acceptance, certification, quality assurance, failure analysis, and similar test requirements. Perform measurements and prepare, coordinate and operate equipment related to the tests, modification or installation. (c) Logistics and Related Shop Support. Provide packing, handling, transportation, and logistics services for weapon system assets, equipment, materials, and supplies. May require using material handling equipment (e.g. hand trucks, hand or power operated pallet trucks, electrical or gas powered forklift trucks, overhead storeroom cranes, and vehicles up to GVW 10,000 lbs.). Provide storekeeping of material/equipment inventory; hazardous material/waste handling, storage, control, and disposal; and general supply support. Requires knowledge of State, Station/Detachment, and manufacturer hazardous material/waste regulations and procedures; and ESD sensitive material. (d) Hardware Preparation Or Maintenance. Prepare or maintain hardware/equipment (including any integral software) and perform related calibration and repairs. Prepare or revise related procedures, plans, schedules, reports; prepare related data packages; collect parts/pieces, assemble/disassemble, inspect, test, repair; perform maintenance, preventative maintenance, related repairs, refurbishments, and calibrations on hardware (including any integral software); provide shop support for the operation or modification of related turnaround and maintenance facilities; revision of related software. (e) Battery Shop Support. Operate and maintain a battery shop, and provide support for battery reclamation operations. May include use of power tools, overhead crane and power metal shredders. The batteries include various types and sizes of silver, zinc, silver cadmium, nickel cadmium, mercury, carbon, magnesium, lead acid, alkaline, and mercury cells. In addition to the above required services, the contractor shall provide a semiannual Program Review Presentation to include an overview of contract support provided and associated costs, organized by Program. Efforts to be performed under this contract will primarily take place in the region of the Naval Undersea Warfare Center, Division Keyport WA (75%), Detachment Hawaii (15%), Detachment San Diego (5%),Detachment Hawthorne Nevada (2%), and other miscellaneous locations (3%). The contract type is an unrestricted, Cost-Plus-Award-Fee (CPAF) level ?of-effort, for a base year and 4 option years. The estimated total 5,533,418 labor hours are composed of an estimated 1,107,090 labor hours for the base year, and an estimated 1,106,582 labor hours for each of the (4) option years. The contract base year period of performance is anticipated to begin 01 Apr 04. Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor(s) is to be based on other than the lowest price, technically acceptable offer. Award under this procurement will be made to the technically acceptable offer which provides the best value to the Government, past performance and cost considered. This contract will be subject to the Trade Agreement Act of 1979. This is not a commercial (FAR Part 12) acquisition. A secret Facility clearance and safeguarding capability is required. The Service Contract Act applies. FOB Destination. Pre-Proposal conference and site visit anticipated. Oral presentations of the Technical Capability Plan are anticipated. This office anticipates issuance of the solicitation on or about 01 Jul 2003. This solicitation and any subsequent amendments will be posted to the NECO website: http://www.neco.navy.mil.
