Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources interested in providing and implementing a Commercial-Off-The-Shelf (COTS) Asset Management System (AMS) software product. The complete system may consist of multiple components, if necessary to meet the Senate?s requirements. Qualified sources must have the capabilities of installing, configuring, and customizing the COTS software product to fulfill all Senate requirements for asset management, including an integrated contract administration capability. The SAA invites all qualified sources to respond to this sources sought announcement. ALL REQUIREMENTS ARE MANDATORY. REQUIREMENTS; 1) the capability to collect, integrate, and access the data that describes what assets are owned, leased and in service, where they are located, who is using them, and how they are moving and changing over time; 2) the capability of controlling assets throughout their life cycle; 3) the capability to capture, monitor, and manage all of the costs (Total Cost Of Ownership (TCO) and Return on Investment (ROI)) associated with an asset, from acquisition to retirement/disposition; 4) the capability to set up and maintain standard depreciation methods for each asset type; 5) the capability to plan, budget, and track capital acquisitions; 6) the capability to perform all Inventory Control functions; 7) the capability to load and reconcile asset data from new requests and purchase orders, assign and print asset tags, update inventory, and track new and existing assets using inventory collection instruments, including hand-held devices (Scanners/Bar code enabled PDA?s or Pocket PC?s) and discovery tools; 8) the capability to share information (financial, accounting, customer service, telephony, and accounting data, for instance) to and from other external systems, including Peregrine ServiceCenter; 9) standard asset management reports along with the capability to create ad hoc reports using industry standard reporting tools and access methods; and 10) fully integrated contract management capability for ?cradle to grave? administration. Responses to this sources sought request are due to the POC no later than June 26, 2003 12:00 Noon EDT and shall be submitted electronically via e-mail to acquisitions@saa.senate.gov. The subject line of the email message should be AMS 2003-SS-034. Responses must contain: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number; 2) discussion of your firm?s ability to provide the AMS software product and additional components, if necessary, and any necessary customization; 3) recommended products and implementation approach to providing an AMS that manages IT and non-IT assets, contracts, leases, and the financial data associated with those assets and provides cradle to grave contract administration. (The following products may meet the requirements: Altiris Asset Management Suite, Computer Associates Argis, MainControl by MRO Software, and Peregrine AssetCenter, but your firm may propose alternative products or additional products to fully meet the requirements.); 4) past performance demonstrating your firm?s ability to provide, install, configure, and customize a major/federal integrated AMS COTS package that supports 7000+ employees,100,000+ managed assets, incorporates Federal rules and regulations, and supports customization and enhancement; and 5) examples of AMS software provided/integrated/customized by your firm that are currently being used by the Federal Government. Responses shall not exceed twenty-five (25) pages. Access to information in any files attached to the response is the responsibility of the submitting party. The SAA is not responsible for any failure to access information. Only pre-qualified vendors will be permitted to submit proposals. The information supplied in response to this sources sought notice will be used to pre-qualify vendors that will be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be placed on a solicitation mailing list. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in mid-July 2003. Telephone requests for additional information will not be honored. The Senate or the SAA will not be responsible for any costs for the preparation of responses to this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT ANNOUNCEMENT AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR U.S. SENATE.
