Description

The Office of the Architect of the Capitol is soliciting proposals for a two-part project: (1) a Facilities Plan for the United States House of Representatives Office Buildings (HOB) and (2) a Preliminary Area Plan for a portion of the south side of the U.S. Capitol Complex. The results of the HOB Facilities Plan and the Preliminary South Capitol Area Plan will be integrated with the Capitol Complex Master Plan, tentatively scheduled to be initiated in FY 2004 as a separate contract. The HOB Facilities Plan includes a complete condition and space utilization assessment of the approximately 5.0 million square feet of currently occupied buildings and parking facilities, and a forecast for future facility requirements for the U.S. House of Representatives resulting in a comprehensive facilities program statement to meet current and future demands. The Preliminary Area Plan is a long range development plan for an area of approximately 60 acres including the existing House Office Buildings and the land to the immediate south. The long range development plan will include site conditions; circulation, transportation, traffic and parking; land use; utilities and infrastructure; landscape, open space and parks; use of existing buildings and the design parameters for new construction. The Preliminary Area Plan will indicate the solutions for meeting the HOB needs in a Phase I Implementation Plan. The consultant selected for this project will not be precluded from consideration for the Capitol Complex Master Plan project in FY04.
