- National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REP), plans to procure on a sole source basis services for the Assessment of Ultraviolet Exposure (UV) and Interaction between UV and Ionizing Radiation Exposures on Non-melanoma Skin Cancer with Dartmouth-Hitchcock Medical Center, 7927 Norris Cotton Cancer Center Lebanon, New Hampshire 03756-0001. The supplies and services herein are being procured under the simplified procedures authorized in FAR Part 13. The North American Industry Classification System code is 541710 and the business size standard is 500 employees. REB investigators have begun planning efforts to undertake a comprehensive case-cohort study of non-melanoma skin cancer among the U.S. Radiologic Technologists. This study will evaluate risks and dose-response effects for ionizing radiation exposure, ultraviolet radiation exposure from the sun, constitutional factors (such as hair color, eye color, and skin color), and genetic factors in the etiology of non-melanoma skin cancer. A series of pilot studies are being carried out to provide important information for developing the study protocol. The objectives of this procurement are to obtain information useful for developing the study instrument appropriate for the predominantly female, occupational cohort, and to assess possible interaction between UV and ionizing radiation on non-melanoma skin cancer risk. Period of Performance: upon award through 12 months. FAR Clause 52.217-8 Option to Extend Service (Nov. 1999) applies. Dartmouth-Hitchcock Medical Center, the Case-Control Study of Non-Melanoma Skin Cancer, is the only source known to the NCI that is the only population-based epidemiologic study that has collected extensive information on UV exposure, both from a personal interview and skin biopsy specimens, and where the reliability of questionnaire data was evaluated. It is also among the few studies with adequate statistical power to examine the possible interaction between UV and ionizing radiation exposures. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements they may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:00 PM, EDT (local Washington, D.C. time) on June, 30, 2003.
