- Description
- The United States Air Force, Aeronautical Systems Center (ASC), Training Systems Product Group (TPSG), intends to award a contract modification on a sole source basis to Parker International, a small business firm. The contract modification is anticipated to be awarded under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 to provide sustainment support of the PC- based Predator operating training system. The Government does not own the data rights fir the system and, therefore, cannot compete this effort. The proposed action on contract F33657-02-C-2034 Is a three and one-half month Firm Fixed Price Contract extension for Contractor Logistics sup- port for the Predator Multi-Task Trainer. The proposed contract modification will extend on- going activities, including on-site and off-site support, software engineering, configuration management, technical support, conducting progress reviews, attending technical interchange meetings, and travel to Indian Springs Air Force Auxiliary Field (ISAFAF), Nevada. A SECRET clearance is mandatory to perform this effort. Although the Government has not purchased data rights for the training system from Parker International, any capable and qualified offeror that has the ability to provide the required effort is invited to respond to this notice documenting the qualifications, no later 01 Jul 03. The Request for Proposal (RFP) is expected to be released on or about 16 Jul 03 with contract award by 17 Sep 03. Interested offerors must submit, within 15 days of the publication date of this notification in the CBD, their capability/qualification package descri- bing the company?s technical expertise and exper- ience, personnel and fcilities and motivation for participating in this program. NAICS Code 336413 has been assigned. Respondees to this sysnopsis shall include their assigned DUNS Number and their Commercial and government Entity (CAGE) Code (ie., Federal Supply code for Mfrs., a five digit code assigned by Cmdr, Def Logistics Service Center, Attn: DECS-CGD, Federal Center, Battle Creek, MI, Ref DOD 5000.12(M)). An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The pur- pose of the ombudsman is not to diminish the con- tractor concerns, issues, disagreements, and recommendations to the appropriate government per- sonnel. When requested, the ombudsman will main- tain strict confidentiality as to the source of the concern. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6-302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for com- petitive proposals. However, all proposals received within 30 days after date of publica- tion of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 25. Information submitted should be pertinent and specific in the technical area under consideration on each of the following qualifications: (1) EX- perience: An outline of previous projects, speci- fic work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications, and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: availability and description of special facilities required to perform in the technical areas under consideration.
