Description
The Regional Contracting Department, Fleet and Industrial Supply Center (FISC), Pearl Harbor, Hawaii intends on awarding a sole source, unrestricted contract to Intellibridge Corporation of Washington, DC for the following Enterprise Intelligence Web Portal Services. NAICS Code 514191, $18M. This is a combined synopsis/solicitation for commercial items conducted under the Test Program for Certain Commercial Items in accordance with FAR Subpart 13.5. Please use the following identification number on any quote submitted: C0069. You are required to submit a completed FAR 52.212-3 Representations and Certifications ? Commercial Items, provided as an attached document, with your quote. This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in t his announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION will not be issued. All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. This synopsis/solicitation is being issued as a Request For Quotations (RFQ), for a Firm Fixed Price type contract incorporating provisions and clauses in effect through Federal Acquisitions Circular 14 and DFARS Change Notice 20030603. ITEM 0001: $_________. Period of Performance: One Year. Scope: This task requires contractor information support to perform open source information research and analysis, and provide basic information products for JICPAC?s Directorate of Operations. Contractor support will include, but not be limited to, basic event reporting on geo-p olitical, military, scientific, technological, and economic events and developments that might affect USCINCPAC plans, activities, or resources, or impact upon interactions with it partners, components or national and international agencies in the Pacific Command (PACOM) Area of Responsibility (AQR). Such information/knowledge support will be provided on a proactive basis with the contractor providing analytical support and predictive analysis and reporting on said developments based on priorities set by the JICPAC Director of Operations. Contractor will also provide JICPAC access to subject matter expertise as requested by JICPAC Director of Operations in support of its mission and activities via Expertlink. At a minimum, JICPAC Director of Operations requires information and knowledge support on: 1) Economic developments in the Asia-Pacific and neighboring regions (if tho se developments impact the Asia-Pacific or any of its countries; 2) Political-military developments in the Asia-Pacific and neighboring regions, particularly if those developments will impact on (a) U.S. relationships and USCINCPAC (JICPAC) operations in or with the countries of those regions or (b) relations among countries in the Asia-Pacific Region; 3) technological and scientific developments that might impact USCINCPAC operations or be used by USCINCPAC to adjust its force deployments; and 4) scientific and commercial developments that might affect the country(ies) of the Asia-Pacific region and their economies, policies or interaction with the United States or other country(ies) in the Region. The contractor will provide translations of relevant press reporting and other foreign language periodicals and media not available via the Foreign Broadcast Information Service ( FBIS) as requested by JICPAC Director of Operations or as determined by the contractor to be essential to the analysis or reporting of an event or development of significance or interest to JICPAC. PRODUCT REQUIREMENTS: The analytical products provided in shall be formatted for easy dissemination within JICPAC. Requirements are as follows: 1) Web portal. Customized JICPAC website made available to designated users, summarizing and providing analyses on issues and topics. Services provided and made available to 75 users; 2) Daily email. Morning update provided to designated users, providing reporting on important topics and issues, determined by contractor and under technical guidelines; 3) Expertlinks. Separate from daily email, up to 100 interactive email exchanges between analysts and JICPAC users. These exchanges will require further research and will be delivere d on a time scale set by user. ITEM 0002: Contractor will also offer additional Expertlinks for $________.00 per Expertlink. TECHNICAL REQUIREMENTS: Products will be forwarded to JICPAC via electronic means (for example; email) and also posted to the contractor?s web sites. Electronic content must comply with DOD Firewall Ports, Protocols and Service Policy and the Policy Guidance for use of Mobile Code Technologies in DODIIS. JICPAC uses ?MIMEsweeper? to review all incoming email for the presence of computer viruses prior to release to addressees. Maintenance and data population of established web sites will be conducted on an ongoing basis for the duration of this contract. The files must be able to be downloaded into standard, commercially available software programs such as Microsoft Offices, and to either Microsoft Internet Explorer or Netscape browsers. Any progr ams developed to support these technical requirements shall be provided to the government with unlimited software rights. JICPAC?s dissemination of contractor products will not exceed the number of recipients included in this contract without first notifying the contractor. LOCAL SUPPORT: The contractor shall offer temporary on-site support when necessary. Contractor shall provide person(s) with active security clearances who are able to perform duties within JICPAC. DELIVERABLES: In support of this contract, the following deliverables are required.: 1) In support of the product requirements identified above, the contractor shall prepare or support the preparation of two periodic reports to JICPAC Director of Operations (DO). These will detail work accomplished and action items completed to document the acceptable and timely delivery of this information and knowledge su pport. The reports shall contain, at a minimum, a list of account holders who accessed contract web portal daily, list of account holders who have read email product, number of analysis products produced for given period, and Expertlink queries responded to. This deliverable will be due to Director of Operations (DO) no later than 10 calendar days after period end date, and may be submitted via electronic means; 2) Progress Reviews. The contractor shall periodically prepare briefing material and deliver briefings on the progress of any specially tasked production efforts or work conducted under the basic scope of work; 3) The contractor is authorized direct technical liaison with the sponsor and government program personnel on site at JICPAC, Pearl Harbor, Hawaii, as appropriate. In addition, technical liaison with other contractor personnel supporting the Director of Oper ations is authorized. All responsible sources may submit a quotation, which shall be considered by the agency. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense Contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote.
