- Federal Business Opportunities synopsis for NRA-03-OAT-01, "Mission and Science Measurement Technology - 2004": This National Aeronautics and Space Administration (NASA) Research Announcement (NRA) solicits proposals for crosscutting exploratory research and technology development in three major areas: 1. Advanced Measurement and Detection Technology - development of detector arrays, laser sources, and in situ micro-instruments 2. Large Aperture Technology - development of technologies for large optical systems, antennas, and wavefront control 3. Low Power Microelectronics Technology - development of low power radiation tolerant microelectronics A DRAFT of this solicitation will be available electronically for public comment on or about June 23, 2003 at the NASA Headquarters Research Opportunities web site http://research.hq.nasa.gov/ under "Office of Aerospace Technology (Code R)."The public comment period will close on July 18, 2003. A tentative schedule for the FINAL version of the NRA is: Final NRA release date On or about August 4, 2003 Notice of Intent to propose due August 18, 2003; or 14 days after NRA release date Proposals due October 3, 2003; or 60 days after NRA release date This NRA is a broad agency announcement as specified in FAR 6.102 (d) (2). Participation is open to all categories of U. S. organizations, including educational institutions, industry, nonprofit organizations, NASA centers, and other Government agencies. NASA will not select any non-U.S. institutions for funding. An informational conference for potential bidders to this solicitation will be held at the University of Maryland on July 15, 2003. To register for this conference, follow the instructions given on the NASA Headquarters Research Opportunities web site. Further information about specific program elements may be obtained from the Technical Point of Contact given below, or from the individual Project Managers listed for each program element in this NRA.
